The National Organization for the Reform of Marijuana
Laws (NORML) requests that it be furnished with copies of the
documents specified below, pursuant to the Freedom of Informa-
tion Act, 5 U.S.C. ? 552 et seq., and the regulations of the
CIA, 32 C.E.R. ? 1900.1 et sec.
For each document requested, please provide a copy of the
entire document, including all attachments, exhibits, or
"tabs" which accompany it. You should notify me of the
determination on this request at the address listed above.
NORML requests that any search or copying fees that might
be charged in connection with this request be waived or re-
duced, because furnishing the documents will primarily benefit
the general public. See 32 C.F.R. S 1900.25 (a).
Some of the documents requested below may have been re-
leased by the CIA to Mr. John D. Marks, Center for National
Security Studies, by letter dated July 30, 1976, from -fr.

NORML requests that it be provided with copies of five
documents which were given to the Senate Select Committee to
Study Intelligence Activities, and which were referred to in
the Select Committee's Final Report, Book I (April 26, 1976):
1. Memorandum from the CIA General Counsel to the In-
spector General, dated Jan. 4, 1954, concerning an
investigation following the death of Frank Olson,
referred to at p. 398 fn. 53 of the Final Report,
Book I.
2. "Progress Report, Project ARTICHOKE," dated
Jan. 12, 1953, referred to Id., at p. 388 fn. 8.
3. The CIA Inspector General's Survey of the Technical
Services Division (TSD) in 1957, referred to Id., at
p. 386 fn.3.
4. Memorandum from DDP Helms to DDCI Carter, dated Dec.
17, 1963, concerning MKULTRA drug testing, referred
to Id., at p. 402 fn. 68.
5. Memorandum from DDP Helms.to the DCI, dated June 9,
1964, concerning MKULTRA testing, referred to Id.,
at p. 402 fn. 69.
NORML requests the documents listed below on Project
MKULTRA. By way of background, NORML filed a Freedom of In-
formation Act request with the CIA, dated September 9, 1975,
concerning the Agency's marijuana-testing programs. After an
initial decision granting this request in part and denying it
in part, an appeal was filed. By letter dated Feb. 21, 1976,
from Mr. John F. Blake, Information Review Committee, to the
undersigned, NORML was given portions of one additional docu-
ment, a memorandum for the Inspector General from the Chief,
Inspection and Review, Subject: "Subproject #3 of MKULTRA
(TSS)," dated Feb. 10, 1954. This memorandum states on page
two that four types of drugs had been administered under this
subproject of MKULTRA, one of which was "rmmarijuana extract."

The other three drugs were deleted, possibly because NORML's
request was limited to marijuana. The cover letter from Mr.
Blake stated that "nearly all of the documents" relating to
MKULTRA had been destroyed several years ago. Id., at p. 2.
Please provide copies of the following documents:
1. A copy of the entire memorandum for the Inspector
General from the Chief, Inspection and Review, Sub-
ject: "Subproject #3 of MKULTRA (TSS)," dated Feb.
10, 1954. NORML specifically requests that it be
given a copy of this memo which contains the names
of the other three drugs administered, and the other
portions which were deleted because they did not re-
late to marijuana.'
2. Copies of all memoranda prepared for the CIA Inspec-
tor General on Subproject #1, #2, and all other sub-
projects of MKULTRA.
3. Copies of all memoranda prepared by or for the Of-
fice of Inspector General and the General Counsel of
CIA on MKULTRA, or any subproject or aspect thereof.
4. Copies of all other documents, memoranda, or files
consisting of or relating to MKULTRAR, or any subpro-
ject of aspect thereof, which have not been de-
stroyed.
NORML requests copies of documents which are referred to
in the documents released by the Agency to Mr. John D. Marks,
Center for National Security Studies, by letter dated July 30,
1976, from Mr. John F. Blake, Information Review Committee.
This letter lists 59 documents, many of which were provided in
whole or part.
A. Please refer to document #59, the Inspector Gener-
al's 1963 "Report of Inspection of MKULTRA (TSD)." NORML re-
quests copies of:

page 1 of the report.

2. The CIA study,released in 1960, referred to on page
16, para. 20, and discussed on pages 16-21. NORML
specifically requests a copy of this entire 1960 re-
port, including Appendix A, Appendix B, and any
other appendices which accompanied it.
B. Please refer to document #38, a memorandum for the
Inspector General dated January 9, 1975, entitled "Amendment
to DD/S & T Compliance Statement with Regard to Questionable
Activities." This document states that the CIA's "indirect"
participation in drug testing programs continued between 1967-
1973. NORML requests copies of:

Questionable Activities, which document #38 amend-
ed.
4. All other memoranda, documents, or files, concerning
the Agency's "indirect" participation in drug test-
ing programs between 1967-1973, including` drug test-
ing on inmates.
C. Please refer to document #53, a memorandum from the
Inspector General to the Director of Central Intelligence,
dated Feb. 5, 1975, Subject: "CIA R & D Testing of Behavioral
Drugs." This memo has a 4-page attachment entitled "Behavior-
al Drugs and Testing." NORML requests copies of:
5. The DDO "instruction" on behavioral drugs -- MKDELTA
-- referred to at page 1, para. 2 of the Inspector
General's memorandum.
6. All memoranda, files or conference minutes relating
to Project ARTICHOKE after 1952. See attachment
page 2, paras. 4-5.
7. All memoranda, files, or documents relating to the
project described on page 4, para. 8 of the attach-
ment. The name of this project was deleted from the
attachment. The project was funded for FY 1966-
1972. See attachment page 4, para. 8.
D. Please refer to document #29, a memorandum titled,
"Subject: Influencing Human Behavior," which states that on
Feb. 8, 1974, the DCI "approved instructions to OTS'? on the
use of drugs or other techniques. NORML requests a copy of:

8. The "instructions" approved by the DCI on 8 February
1974, and any subsequent amendments or changes in
the "instructions."
E. Please refer to document #10, an undated memorandum
entitled "An Analysis of Confessions in Russian Trials." Only
the first two pages of this memorandum were released, and on
page 2, the memo states that among the newer interrogation
methods were "shock methods" using drugs, specifically "metra-
zol, cannabis indicia, insulin, cocaine." NORML requests
copies of:

feller Commission on CIA Activities Within the United States,
or its staff (See Report, pp. 221-24, June, 1975).
NORML requests copies of all' documents relating to CIA
assistance to the Bureau of Narcotics and Dangerous Drugs and
the Drug Enforcement Administration in the area of drug con-
trol, which were provided to (1) the Senate Select Committee
to Study Intelligence Activities, or its staff (See Final Re-
port, pp. 88, 92, April 23, 1976), and (2) the Rockefeller
Commission on CIA Activities Within the United States, or its
staff (See Report, pp. 221-24, June, 1975).

Finally, NORML rquests copies of all memoranda, charts,
or other documents prepared between July 1, 1973, and Nov. 1,
1976, by the CIA's Office of General Counsel or by the CIA
components which respond to Freedom of Information Act and
Privacy Act requests, and which:
1. Contain the number of Freedom of Information Act and
Privacy Act requests filed with the CIA;
2. Contain the number of persons employed by CIA to
respond to these requests;
3. Contain data on the time periods between CIA receipt
of these requests and the agency's decision on
whether or not to release the requested documents;
