pursuant to the Freedom of Information Act and the Privacy Act, all

since 1967 and, additionally, had offices in Berkeley, California
from 1970 to 1977 and in Oakland, California from 1977 to the present.
Enclosed is our authorization to act on behalf of
NACLA in this matter.
Pursuant to 5 U.S.C. ?? 552a, we hereby request a
waiver of all search and reproduction fees. NACLA is a not-for-
profit organization engaged in research and publication of informa-
tion concerning, inter al a, Latin America, which is in the public
7interest. The disclosure of records reflecting the government's
interest in such an organization would primarily benefit the
public's understanding of important public issues concerning govern-
mental conduct and is sought primarily for that purpose.
