Major Wes Uhlman '(Seattle's National Guard Mayor) The program is one
of many overseen by "ex". CIA agent Phil Sherburne's Law and:Justice
Planning.. Office (LJPO),
Taking ?nationalism' down.to the most local unit yet, the LEAA
"community organizers" implement "property identification".and "home
.inspection" programs.- These "mod squad" organizers are the first
stage of.an operation Phoenix-like pacification effort. Operation
Phoenix in Vietnam was simply the last stage in a series of block
watch programs. Phoenix was headed by William Colby, current head
of the CIA. Officially Phoenix was nresented'as a responsible public
safety program, as 'is'the CIA/LEAA Block Watch....
How does Block'T,Iatch work?
Working closely-with the bourgeois press, block Watch agents organize
on the basis of fear, prejudices - agravating those fears and preju-
dices.... Block Watch "organizer".Ed Good, for example, tells frighten-
ed Ballard residents- "Most of the people echo commit the`crimes are
from Capitol Hill,'and they're sitting in their homes right now, plot-
ting on how to get you people here'in'Ballard..."' In Piadrona, LEAA-
oriented police Seargent Green states that if iadrona were 'organized,
crime could be pushed out - maybe.-eventually to Tacoma...?
In one instance after another the LEAA agents organize on the basis
of different fears, stimulated by the press. For the elderly, the
focus is on the terrible youth.. For Black's, especially in the Central
Area, point to the heroin addicts (this will come in handy as the
?Lr.A,A Hushes methadone drug maintenance and behavior modification
programs). After being psychologically prepared by the press to
demand law and order, "communities", led by petty-bourgeois shop-
owners, insurance' salesmen,.et.aly., beg for,LEAA self-policing programs,
and tell-Labor Committee and NUT1RO organizers that they're -"outsiders".
The LEAA is at this stage developing the most frightened and/or the
most. gullible individuals to become unpaid snoops. "Community
Control" schemes in Vietnam went through many experiments before
Operation Phoenix. CIA 'People.'s Action Teams' collected data not
obtained through the normal census. CIA Prov.nce feconnaisance Units
.developed data banks for population control, =''feeding information
into centralized computers. CIA :Vietnam ?'hlo'ck .watch'. wasi called
variously., Family Census Program, Resource Control Program, National
Identification registration Program, etc.. Dossiers were kept on
every individual in the family:fingerprints,. photo,. biographical
data, attitudes, hearsay, reputation" profiles, etc, During the-last
stages of.Operation'Phoenix,-thousands',bf people were pulled out of
their homes to be imprisoned'or murdered,, based on information'`
gathered and centralized by the-'block watch' 'programs.
The first stages of such "community control" CIA run pacification
programs are seemingly innocuous. Individuals frightened at the
deterioration of society respond to the doubtful this way: "Why would
you be afraid to give this information unless you are a burglar?" as

WHY? What does it all mean?
The LEAA, as the, domestic wing of.the CIA, wants to maintain for
Rockefeller and company CONTROL OF THE WORKING CLASS as it conscious-
ly but unavoidably engineers its way into world-wide depression.
Capitalism must now resort to FASCISM to maintain control: fascism
imposed from the top down.
The LEAA "community control"..programs heighten any prejudice or
localism possible. The few`who volunteer for the program then set
up the first stages: lock checks, property identification, block
'coordinators', etc. Information is fed into Washington D.C. based
centralized computers and mapping systems (such as Synagraphic
Computer Mapping Program:-.SYMAP). Is the CIA '.protecting' you from
the depression and fascism by putting a good lock on your door?.
Block watch data 3s..fed into computers, for immediate and later
usefulness. At the same time the LEAA offers the "solution" to
the problem of crime: LEAA programs variously employing different
types of behav,ior?mQdification which have as their specific function
using apprehended-criminals or "non.criminals" as forced laborers:
at this stage 'a de-centralized set of concentration camps.....
AGAIN:, WHY?
'The only way capitalists., will maintain control (and continue to
realize a profit in order to pay their debts). is_ to?take the cost
of the world-wide depression out of your hide. Rockefeller's oil
hoax is an example. The world-wide capitalist produced depression
forces the capitalist to reduce your.standard of living, your wages,
your welfare check, your- retirement income, your education, your
hopes - so he can, pay his debts.,_ .He He has to do it, and he (the capit-
alist), is using his political-fascist police, the LEAA to do the job.
The pacification program is essential also. to find, out who will
resist, who will organize against, it. The programs developed by
the LEAA are turning convicts,' ex-cons", ' and (believe it or not) pre-
cons ("pre-trial diversion/LEAA createC, i.nto,forced.laboers for speed-
up and scab labor use). So also with studonts, welfare recipients,
oL-her sectors of the working class sufficiently isolated from the
organizing working class.

CIA CABAL SET UP WATERGATE
LEADS DRIVE TO IMPEACH NIXON
FACT SHEET
Richard Nixon was not the mastermind of Watergate. A
CIA cabal set him up! Nixon is the victim of a
sophisticated CIA covert inside-outside psy-war job one of
the biggest clandestine operations ever pulled off by the
CIA. The same CIA cabal which set Nixon up as the
scapegoat for Watergate and the U.S. depression crisis is
now leading the drive from bechind the scenes, in
collaboration with the Rockefeller faction of international
finance to impeach him! This CIA-Rockefeller plot to sow
confusion, cynicism, and paranoia throughout the
population by discrediting the Presidency, Congress and
the major political parties is a prelude to their planned
insurrection against the U.S. Constitution and govern-
ment. At the same time it is the Rockefeller banking and
oil faction and their spook allies in the CIA who are behind
the Great Oil Hoax, which utilizes insidious psychological
warfare (chaos and confusion) and massive layoffs to
soften up the working class for the imposition of a CIA-
Rockefeller-led fascist regime.
FACT: The CIA and not Nixon set up the plumbers. The
extraordinary 1970 Domestic Security Plan which un-
leashed a network of special undercover "plumber" agents
and authorized a score of other illegal dirty tricks acti-
vities such as mail interception was drawn up by the
Interagency Committee on Intelligence under the direc-
tion of the CIA and not in the White House. The Presi-
dent's Special Investigation Unit, popularly known as the
plumbers, was a mere by-product of this much larger CIA
scheme.
FACT: The Pentagon Papers which when released created
a crisis in the White House were not written at the Pen-
tagon, but were the creature of the CIA special operations
branch. This was first demonstrated by L. Fletcher
Prouty, former Air Force liason officer to the CIA in his
book The Secret Team. The Pentagon Papers represent an
elaborate and subtle WHITEWASH of the CIA's real and
murderous undercover counterinsurgency role in initiating
and perpetuating the U.S. war in Indochina. On page
after page, the Pentagon Papers portray the CIA as
having opposed the war by citing the CIA's National
Intelligence Estimate. The CIA has always used its in-
telligence role as a cover mechanism for its operational
activities.
FACT: Daniel Ellsberg, the man who "leaked" the
Pentagon Papers, has been for many years an employee of
the CIA (special operations division). As a protege of
leading CIA agent General Edward Lansdale, it was
Ellsberg who coordinated CIA covert counterinsurgency
operations in Vietnam in the 1960's. He is also a former
aide to Henry Kissinger and was collaborating with C.IA
agent William Bundy at the notorious CIA front, the
Center for International Studies (MIT), at the time he did
his Pentagon Papers bit for his masters. The leading
French newspaper in Canada, La Presse, has recently run
some of this information, weeks after it was published in
New Solidarity.
FACT: The plumbers' outfit the CIA "presented" for
White House use was staffed with leading CIA clandestine
operation agents disguised as recent retirees from the
agency. Leading CIA agents Hunt and McCord and lesser
CIA operatives such as Barker and Sturgis were all
veterans of the Bay of Pigs and other CIA adventures.
One of the CIA's easier tasks was to sell the impotent
paranoid honcho Nixon and his Haldeman-Ehrlichman-

meet the subversive "red threat."
FACT: To make sure that Nixon and his crew swallowed
the bait the Rockefeller forces within the administration
carried out the critical inside end of the psy -war operation.
Henry Kissinger whose well known role as a Rockefeller
front man goes back to the 1950's when he was the leading
advisor to the Rockefeller Brothers Fund, and David
Young a more recent protege of the Rockefeller family
brought into government as Kissinger's aide were the key
inside men on the job.
So was Nelson Rockefeller himself! When Rockefeller
resigned as Governor of New York, the New York Times
revealed that he had been serving as "special security
consultant" to the Nixon Administration meeting secretly
once a week in Washington. Rockefeller is an old hand as a
Super-Spook - during World War II Rocky headed an
intelligence agency (Coordinator for Inter-American
Affairs) with jurisdiction over all of Latin America. This
Rockefeller-controlled agency, a forerunner of the CIA,
also was involved in undercover operations in support of
DeGaulle's Free French. After the war, along with
Rockefeller family allies Allen Dulles and Dean Acheson,
Rockefeller worked strenuously to found the CIA. Using
his post as under-Secretary of State as a cover, Rockefeller
was the first liason man between the CIA, President
Truman, and the capitalist class. Now this function has
been systematized and is the responsibility of the Special
Assistant on National Security Affairs, a post now held by
Henry Kissinger and formerly by CIA-Rockefeller front
man McGeorge Bundy under Kennedy and Johnson.
From this position Kissinger was in charge of all
communications and liaison with Nixon. Numerous press
reports indicate that as early as 1969 Kissinger and later
Young (soon to be head of the plumbers!) continually
barraged Nixon with tales of espionage leaks and sub-
version, and personally launched bugging and spying
operations on various government officials. This was also
used, amongst other . things, to undermine CIA-
Rockefeller factional opponents like Admiral Thomas
Moorer (now lined up with George Wallace), who got the
treatment from Young's plumbers for their military "spy
ring." The Chicago Sun Times reports that in 1971
Kissinger had Secretary of Defense Melvin Laird's phone
tapped and other Defense Officials placed under sk-
veillance - as part of the Rockefeller-CIA war against
their blockheaded enemies in the Pentagon. The CIA's
friend, the New York Times, which has been all aghast at
other plumbers' actions, is using Young's investigation
the Pentagon to push 'Congressional investigation of the
Pentagon. With the economic crisis deepening, Rocke-
feller and his "spook" allies are seeking complete hege-
mony over the Pentagon as a prelude to a later total
takeover of the reins of power.
FACT: Rockefeller's man Kissinger has become so
powerful that even CIA director Colby described him as
the real head of U.S. intelligence in recent Senate
hearings. It is also a little-guarded secret on Capitol Hill
that Kissinger heads the so-called Top Forty Committee,
a cabal of Rockefeller-CIA forces that makes all-important
policy decisions.
FACT: Nixon and the bulletheads around him fell for the
CIA-Ellsberg trap with a vengeance. This put the CIA in
full control of the ball on both offense and defense, while
thoroughly hiding their role. Their own leading agents,
such as Ellsberg, Morton Halperin, a CIA State
Department operative, and such CIA think tanks as the
IU gf6G&atSRE101Q3.005A lgnemies list and
got the full attention of "Nixon's" plumbers. Under the

gun of the Nixon administration and Ali c planted ('I:1
plumber, CIA agents l;llsberg, Halperin, et al. emerged as
the "peoples' heroes" to lead the opposition to Nixon per
CIA plan.
FACT: The arrest -"expose" of the plumbers was
doubtless on the CIA contingency drawing board. As
fishy as i ht! events of the hotel were, it is not yet clear if
the particular arrests at the Watergate were preplanned.
Another CIA contingency plan most probably called for
Nixon to declare a national state of emergency cluing 1972
to halt "Communist subversion at the highest levels of
government," and to prevent further "terrorist bombings
and anarchy" - which activity was also under the or-
chestration of CIA agents-provocateurs in leadership
positions in the Weathermen and other "radical" groups.
More recently it was a course along these lines that the
CIA-Rockefeller forces adopted as a phase in their plan to
impose a totalitarian regime on Great Britain while

FACT: The Get-Nixon drive spearheaded by the CIA-
Rockefeller forces was originally delegated to the
Washington Post and the New York Times. Lower level
editors and reporters at the Times have admitted to Labor
Committee members that they get all their inside info on
Watergate straight from the CIA. NBC blew Kissinger's
cover on Jan. 22 when it revealed that Kissinger told "two
Israeli ministers" that Nixon would be out in six months
but he (Kissinger) would remain in power. Meanwhile,
under the direction of CIA-Rockefeller front man
McGeorge Bundy, the Ford Foundation has supplied
Samuel Dash to the Senate Watergate Committee. Dash,
who has worked for the Ford Foundation since 1963 when
he headed their Philadelphia Council for Community
Advancement front (the launching pad for black capitalist
Leon Sullivan's slave labor -recycling, self-help machine
"Opportunities Industrial Council"), is a special Ford
Foundation favorite. In fact, the Ford Foundation
awarded Georgetown Law School one million dollars on
the condition that they set up their one-million dollar
baby, Samuel Dash, in a special "empirical research"
program.
Not surprisingly, John McCloy, former chairman of
David Rockefeller's Chase Manhattan Bank and Rocky'-,
hey operative in the Great Oil Hoax, sits on the Board of
Directors of the Ford Foundation. McCloy is behind the
scenes manipulating the phony energy crisis as legal
representative of the oil cartels. The CIA has long worked
out of the giant multinational corporations as a base of
operations abroad.
While the CIA-Rockefeller bloc prepare the im-
peachment of Nixon they are readying a National Gestapo
police force through the Law Enforcement Assistance
Administration (LEAA). The LEAA which is presently
arming unstable ghetto gang youth to provoke race war
and terror has as a leading strategist Russe.+ : Peterson,
a member of Rockefeller's Critical Choices Commission for
outright fascism.
FACT: The CIA-Rockefeller forces, while manipulating
the Watergate affair, are consolidating their forces.
Richard Helms was sent to Iran to oversee the vital
Middle East scene and to help to coordinate the Great Oil
Hoax internationally. William Colby, the CIA's leading
specialist on undercover operations and coun-
terinsurgency and director of the heinous Phoenix Plan to
assassinate the Viet Cong and their sympathizers, has
moved in to head the CIA. Former CIA director and
Rockefeller man James Schlesinger is now fighting a
factional war for Rocky and the CIA within the Pentagon.
The CIA has unleashed its well-prepared Overdrive
network amongst independent truckers as a first step
toward trying to create fascist forces within the working
class while amplifying the layoffs which followed the
phony energy crisis.
The battle lines are being drawn and the class war looms
- a'CI A -Rockefeller led capitalist class versus a Labor
Committee-led working class, with the stakes nothing less
than the future of the human race.
