Suggest you call Patricia Johnson and acquaint her with the
following:
(a) Unclassified CIA documents are available from DOCEX, Library
of Congress, on a subscription basis and from Photoduplication Service,
Library of Congress on an individual basis. DOCEX's services include
subscription to all government publications released through them or a
special subscription service for CIA publications only. Not all Agency
publications released through DOCEX have statistical data.
Most of the economic reference aids,
however, do have statistical data. Recommend she consult DOCEX directly
about these services. DOCEX is open to any subscriber and is NOT
LIMITED to offecial use only. Subscribers include university and
college libraries mainly but also include Mobil, Singer, Government
Business Worldwide, American Express, Industrial World, Boeing, Union
Carbide, etc.
(b) CIA does not provide mailing list service to the public. The
Agency uses established government distribution outlets for making its
publications available to the public. These include DOCEX, NTIS of the
Department of Commerce, GPO, and the Photoduplication Service of the
Library of Congress. Almost all unclassified CIA publications are
available through one of these outlets.
(c) The Agency does not publish a list of unclassified publica-
tions since most of what we produce is classified. We do have a list of
items that have been released to date through DOCEX. This could be sent
on a one-time basis but it is NOT AVAILABLE OM REGULAR BASIS.

Dear Mr. Thuermer:
In my position as an editor on the acquisitions staff of the American Statistics
Index, I am responsible for contacting your agency to find out what documents of
a statistical nature are available for inclusion in our index. The American
Statistics Index is a library reference work, the purpose of Which service is
to abstract and index on a continuing basis virtually all the statistical
publications of the Federal Government in order to enable researchers to better
utilize this valuable, but very complex data. American Statistics Index is
backed by a microfilming program which makes abstracted publications available
on microfiche. I have enclosed a booklet explaining our publishing program and
samples of the Index and Abstracts Supplements to the ASI 1974 Annual.
We are interested in obtaining appropriate CIA documents for inclusion in our
service. To date, "Issues in the Middle East, Atlas," and the research aid,
"People's Republic of China: International Trade Handbook," are the only pub-
lications of your agency which we have abstracted. We have been unable to
obtain unclassified CIA documents through the Library of Congress Documents
Expediting Service because it is for official use only. We have checked two years
of back issues of GPO catalogues and have ordered a few'documents, only to be
informed that they were out of stock. One of those ordered, for instance, was
"China Atlas."
I hope that there is some way we can obtain unclassified documents on a regular
basis. Most of the Federal agencies have put us on mailing lists and we also
make personal visits periodically to make sure that we have not missed anything.
I would appreciate it if you or your designee would call me at 654-8595 and I
will try to answer any questions you may have. I am anxious for suggestions as
to the best way to handle our acquisitions program with your agency. Also, would
you please send us a list of unclassified CIA publications?

fisheries, mining, manufacturing, and other pro-
ducts, at 2- to 5-digit levels. This classification,
which represents an adaptation of SIC Com-
modity Classifications, is used to classify ship-
ments of commodities in the Commodity
Transportation Survey conducted as part of the
1972 Census of Transportation. Reports present-
ing the results of that survey have not yet been
issued as of Dec. 31, 1973.
This manual supersedes the 1967 edition, and
includes an insert page specifying revisions.

A word about CIS
Congressional Information Service is a private publisher of master
indexes to?and microfiche copies of?U.S. Government documents.
In 1970, CIS introduced the CIS/INDEX, the first abstracting and
indexing service to provide a comprehensive awareness of the current
information output of Congress.
Since then, CIS has expanded its coverage from Capitol Hill to the en-
tire Federal Government; from current publications to those dating as
far back as 1789; and from hard copy indexing to data bases on-line.
Government publications are a vital
information resource
The U.S. Government invests hundreds of millions of dollars annually
in the creation of public information. Federal documents are often the
most basic and authoritative publications in their respective fields. Mas-
sive in volume and virtually infinite in variety, they are primary research
materials for students and scholars, businessmen, lawyers, scientists, and
government officials themselves.
Unfortunately, though, Government publications?and the important
data they contain?are often very difficult to locate. Many of the most
valuable Government documents are printed in small quantities, narrow-
ly distributed, and inadequately cataloged and indexed.
This is where CIS comes in.
CIS helps you find needed information
Two of the most significant fields of current Government publishing
activity are fully covered by CIS:

In each of these distinct fields of coverage, CIS provides comprehen-
sive reference services which:

You can go right to the source
Private citizens often find it difficult to obtain needed Government
publications through traditional channels. And library reference is not
always the solution, since there is literally no single library with a com-
plete hard copy collection of Federal documents.
Only CIS, a private organization whose business it is to diligently col-
lect government-produced information, has successfully mounted a
total documents acquisition program, and ...
CIS has created, through the proven advantages of microfiche, the
most complete documents collections of their types in existence. From
entire files, with automatic updating service .. . to individual documents
as needed. .. CIS makes available not a fraction of what has been pub-
lished, but virtually all of it.

The researcher, without special expertise or expensive equipment, can
go directly from his need for information on a particular subject to the

tell enough about the content of each
publication so that a researcher can

The abstracts also provide full biblio-
graphic data to facilitate hard copy
document acquisition, or swift retrieval
from the CIS/MICROFICHE LIBRARY.

lection of major historical signifi-
cance, yet many libraries' hard copy sets
have broad gaps and volumes in poor or even

A MAJOR NEW MICROFICHE SERVICE
The Serial Set defined:
There is no simple definition for
the term serial set. It identifies both
the device for organizing congression-
al publications in an open-ended or
serial scheme, and the publications
themselves to which Congress has
assigned serial numbers. Because the
system did not Come into full use
before the beginning of the 15th
Congress (1817), documents of earli-
er Congresses that were reprinted as
part of the collection called the
American State Papers have been

series" or the "Congressional edition"
and earlier called the "sheep set"
after its distinctive bindings, the
serial set includes executive agency
and departmental reports and even
non-governmental publications, as
well as Congressional documents and
reports. Not included are the Con-
gressional Record or its predecessors
and any committee publications not
in committee reports. The House and
Senate Journals appear continuously
in the set up to the start of the 83rd
Congress (1953), except for a brief
period during the 54th Congress and
the 1st Session of the 55th Congress
(1895-97).
Depository and international ex-
change libraries have not despite
some misconception?always received
the complete serial set under deposi-
tory laws, and many publications
that they have received have not been
in serial set form.
CIS is micropublishing the entire
serial set
for the period preceding the first pub-
lication of the CIS/INDEX (1970)*.
Defined as every document to which
Congress has assigned a serial number,
the CIS collection includes:
I. All depository publications that ap-
peared in distinctive serial bindings
2. Publications that were sent to de-
pository and international exchange li-
braries, but not in serial set form
3. Publications that were never sent to
these libraries under the depository
laws even though serial numbers had
been assigned to them
4. Publications within the AMERICAN
STATE PAPERS that cover the period
preceding the introduction of the serial
numbering system
'CIS has been filming and indexing the serial
set (with some minor exceptions) on a cur-
rent basis since the start of the 91st Congress,
2nd Session. See CIS/MICROFICHE LI-
BRARY, page 10, for details.

Comprehensive collection of national statistics \
on employment, hours and earnings, and labor "
turnover for nonagricultural industries. Provides
monthly and annual data from the beginning date
of each series through June 1972, based upon
payroll and other data reported by employers
and collected under cooperative arrangements
with State agencies.
Beginning with this volume, data on job vacan-
cies by selected industries from Apr. 1969 is pre-
sented. Seasonally adjusted data on the number
and rates of job vacancies are also given.
Contents: preface with summary tables and
charts (p. iii-xiv); detailed tables broken down by
individual industries (p. 1-606); seasonally ad-
justed tabular series (p. 607-644); special tabular
series (p. 645-691); and technical notes on the
concepts, methods, scope and limitations of the
publication (p. 697-720). All tables are listed be-
low.
This volume replaces Employment and Earn-
ings. US, 1909-71 (BLS Bull. 1312-8) issued in
1972. A companion publication, Employment and
Earnings, States and Areas, 1939-71, provides simi-
lar information for all States and 216 areas (see
6744-5). Current statistics comparable with the
June 1972 figures shown in this volume are prov-
ided each month in Employment and Earnings,
beginning with the Oct. 1972 issue (see 6742-2).
