Covert tactics ("dirty tricks") are legitimate only in actual warfare, and should be effectively legislated against domestically. 2. Covert tactics are a legitimate and necessary part of actual warfare. Our clandestine warfare establishment should be protected and perfected, as with any other type of weaponry. The relevant hearings and inquiries have gone dangerously off the track, also for two reasons: 1. Participants are not knowledgeable in the subject of covert ("black") and overt ("white") pro anda warfare. 2. The partisan, political aspect a g predominates, preventing any more than a superficial consideration of what has only recently been renamed "dirty tricks, " so as to avoid the seemingly racist connotation in the label, "black. The peril is that covert tactics in "psy var" (psychological warfare) will be banned to our own side, while the enemy will continue to put its main reliance upon them. Now, with this conclusion presented as a preface, what follows is analysis, directly or indirectly relating to the above. Washington, D.C., i now the scene of a sophisticated lynching party. The nation is being dragged into it. Those who started it have a tiger by the tail. They can't let go, even if they wanted ! The tiger represents the increasing segment of the American people who abstained for so long, but is finally being coaxed and bullied into joining the still elite mob. What brought these people in was wholly different than what motivated the original faction, that was out "to get" the Nixon administration. The public, which all along had abstained from partici- pation, and was criticized for it by a revenge-seeking press, was finally maneuvered into the mob action, too, because it provides an outlet for its own, 'pent-up feelings. It had become increasingly "fed up" through the years, from the Kennedy administration onward, by a growing corruption on the Washington scene, matched only by the swell-headed arrogance of a self-proclaimed, intellectual elite. Government, along with money, was being stolen from beneath the noses of the voters. This indignation, exploited as a vulnerability, was whipped into action by use of the firing of the Justice Department chiefs and a special prosecutor as a catalyst. This enlargement of the mob phenomenon threatens the survival of all, including the mob. Those able to maintain a clear head, and to grasp the primary issue involved, must exert all possible influence to put an end to the hysteria, for their own survival's sake, as well. .Hysteria is blinding the sophisticated mob to the danger to national survival inherent in the Middle East crisis. A free society cannot exist without a free press, for this is its natural voice. But if a free press can build a free society, it can also destroy it.- This is what has-now been made possible by a subtle abandonment.by the press of its responsibilities, through such devices as "advocacy re- porting" and "interpretive news. " News values have been turned around and perverted in an Orwell.ian frenzy.
