Monthly Report--Paraguay Bureau-- July 1987 1. Paraguay's ruling Colorado Party will hold its annual convention on 1 and 2 August. This year's convention is unique because the selection of the Party's Executive Board will not be a pro-forma exercise, but rather the culmination of an acrimonious campaign between two factions known as Traditionalists, old-line Party members, and the Militants, hardline supporters of President Stroessner. Disagreement within the ruling party has not been this visible in the run-up to past conventions, and the local population has the jitters. Rumors of a curfew or worse during the convention sparked panic buying in local supermarkets on 30 and 31 July. 2. Paraguayan coolness toward the Embassy continues to be registered, among other ways in low attendance at official Embassy functions. Only about half those invited to the 4th of July festivities attended. Moreover, an Embassy reception this month for the new chief of the Office of Defense Cooperation (ODC), Colonel John Stetzinger, was poorly attended despite the Paraguayan military's personal liking for the colonel, who knows many of them from his previous command at the School of the Americas in Panama. 3. The Bureau this month instituted a smoking-restriction policy to comply with an Embassy directive and new U.S. Government regulations. A. Monitorial/Editorial -------------------- 1. The Bureau moved its Roset dish on the 7th to cover the installation of a new Chilean cabinet from Santiago Domestic Service. The text of the decree naming the new Cabinet members was filed at immediate precedence. 2. The bureau's receipt of its two Sao Paulo newspapers was interrupted in mid-month. The local vendor in Asuncion attributed the problem to a labor dispute in Sao Paulo that was preventing the papers from being delivered to Varig airline there for onward shipment. The Bureau asked ELAAD to assume scrutiny of 0 ESTADO DE SAO PAULO and FOLHA DE SAO PAULO until further advised. Senior Editor on the 29th met with STAT Embassy Political Officer Jack Martin to obtain information on the 1-2 August Colorado Party convention and to inform him of the Bureau's coverage plans. B. Communications ANTELCO, the Paraguayan Government telecommunications agency, in January announced a 300-percent increase in the annual fee it charges for microwave link licenses. For over 6 months the Bureau has been appealing for a reconsideration of the increase on the 25X1 basis of its noncompetitive, receive-only status. Finally, on 31 July, following persistent written and indirect appeals a 25X1 delegation of Bureau Chief Chief Technician and Administrative Assistant) (made a 25X1 direct personal appeal to General Administrator Colonel Duarte. As had predicted minutes earlier, Colonel Duarte said: "No 25X1 problems" and the rate was cut in half. The Bureau is waiting to see this in writing. 25X1 C. Lateral Services 1. At the request of Embassy Political Officer Jack Martin, the Bureau on 30 June videotaped a television report of a ceremony in which a U.S.-Paraguayan antinarcotics agreement was signed. Ambassador Clyde Taylor personally came to the Bureau on the 3d to pick up the tape. 2. Another Embassy political officer, Millard Burr, called on the 6th and asked that FBIS translate an editorial from Asuncion EL DIARIO entitled "The Struggle Against Drug Trafficking." The Bureau translated and filed the editorial for Mr Burr the same day. 3. On the 25th per BBC request, the Bureau filed two items at immediate precedence on a bus accident in Brazil in which approximately 30 people were killed. 4. ELAAD on the 23d asked the Bureau to file liberally reaction from the Argentine business sector to the new economic plan announced by Economy Minister Sourrouille on the 21st. The Bureau expeditiously processed a number of responsive items. D. Technical 1. The Bureau this month received the long-awaited replacement CPU for its Victor PC II computer that had been damaged during shipment. 2. The technical staff this month devoted a major effort to performing preventive maintenance on EXTEL R.O. printers, audio cassette recorders, and transcribers. Cruising 1. The cruising monitor made observations on the 27.5W and 53.OW Intelsats, during which he noted that Chilean radio and television services are now being transmitted off the 27.5W instead of the 53.OW, as they formerly were. Buenos Aires Argentina Televisora Color Channel 7 has switched from 53.OW to 27.5W. Per request from Panama Bureau, Venezuelan TV was rechecked but not observed, presumably due to spot-beaming. Cruising observations were also made on Brasilsat 65.OW. 2. On the 28th, the day of a large strike in Bolivia, most Bolivian radio stations were not heard. The cruising monitor was kept busy that day finding stations that were monitorable and preparing Bolivian radio behavior FVI's. It was subsequently learned that heavy thunderstorms on the day of the strike caused numerous power outages, which shut down several radios. 3. During the month "Red Privada de Communicaciones" was set up in Asuncion. The cruising monitor established that this communications network comprises television Channel 13, Radio Cardinal FM, and EL DIARIO NOTICIAS newspaper. A. Personnel editor, who arrived on the 17th with his wif el land two daughters nearly 2, and 4 weeks. As if traveling with two small children weren't difficult enough, the flight from Washington to Miami was delayed and they missed their connection for Asuncion, which delayed their arrival by 1 day. 2. Junior Editor departed Asuncion on the on the Daily Report. B. Buildings_and_Grounds Landscaping has begun at the Embassy for the second ROSET dish that the Bureau hopes to install later this year. An enlarged tree screen has been planted to mask the new antenna. 1. Sabino E. Montanaro, ANTELCO manager for technical services, visited the Bureau on the 13th to personally deliver a letter to the Bureau Chief thanking her for three multicoupler units which FBIS donated to ANTELCO. Montanaro said in his letter: "The units are being used for significant training purposes within the institution and are of great value for the personnel of this office." The Bureau Chief took advantage of the visit to lobby for a lower microwave link license fee. Montanaro promised to convey this concern to ANTELCO's business office.
