SUBJECT : Monthly Report -- Paraguay Bureau --
September 1987
The Political climate of Paraguay took an anti-American turn
this month, after Ambassador Clyde Taylor presented a note to
the foreign minister regarding the government's closing of the
Revolutionary Febrerista Party organ, EL PUEBLO, and Paraguay's
refusal in recent months to allow opposition rallies in
Asuncion. Paraguayan officials and newspaper columnists
responded to the note with bitter attacks on the Ambassador, and
denunciations of "U.S. meddling."
The Bureau processed many responsive items, prompting
Ambassador Taylor to lead off his 24 September Country Team
meeting with effusive praise for the "outstanding contribution"
of FBIS, which he acknowledged as "the world's best translating
service." He expressed particular gratitude at finding the FBIS
translation of a Paraguayan Foreign Ministry communique issued
on the night of the 23d already on his desk the next morning,
and knowing it was also on the appropriate State Department
desks. DCM Jim Mack quipped that he had learned some new
vocabulary words from FBIS, a reference to the invective heaped
on the ambassador by the local media.
A. Monitorial/Editorial
1. The Paraguayan Interior Ministry on 28 August
suspended indefinitely the printing EL PUEBLO, which had been
the only opposition publication allowed to circulate.
2. On the 11th Chilean President Agusto Pinochet
delivered his annual state-of-the-nation speech, which marked
the 14th anniversary of his taking power. The Bureau turned its
ROSET antenna to cover the speech and do a VSL from Chilean
television.

3. On the 9th Argentine President Raul Alfonsin
delivered his first speech after his Party suffered an upset
midterm election defeat on the 6th. The Bureau remained open
after normal closing time to cover the speech.
4. Soviet Foreign Minister Shevardnadze on the 26th
began a swing through Brazil, Argentina, and Uruguay, with an
attendant increase in Bureau wordage and coordination with
London Bureau. At month's end he was in Buenos Aires.
B. Lateral-Sere-ices
1. At the request of Ambassador Taylor, the Bureau on
the 9th translated an item from Radio Primero de Marzo citing an
EEC message to the Paraguayan Government criticizing the arrest
of opposition members and the closing of EL PUEBLO. The Bureau
Chief hand-delivered the translation to the Ambassador.
2. Also at Ambassador Taylor's request, the Bureau
translated and filed several editorials from Asuncion PATRIA
denouncing U.S. policy. In preparation for a telephone
conversation with State Department officials, including
Assistant Secretary of State for Inter-American Affairs Elliott
Abrams, he called the Bureau on the 28th to find out which
PATRIA editorials had been wirefiled to Washington.
3. Asuncion Embassy USIS on the 18th came to the
Bureau for videotapes of speeches earlier that day by Paraguayan
President Alfredo Stroessner and Sabino Montanaro, interior
minister and chairman of the Colorado Party Executive Board, for
use by VGA.
C. Technical
1. On the 15th a strong wind damaged the television
antenna on the Embassy grounds that the Bureau uses to receive
Argentine television from Clorinda. Bureau technicians rigged
another antenna to use for Argentine television while the
damaged one was repaired.
2. Television monitors for use with ROSET were
installed at the positions of the monitor supervisor and the
cruising monitor.

E. Cruising
1. The Bureau observed that La Paz Radio Illimani now
goes into network with La Paz Television Nacional de Bolivia for
about 1 hour each day beginning at 1645 GMT. Cruising La Paz
Radio Fides, the Bureau updated its newscast schedules.
2. On the 26th the Bureau began cruising for the
seasonal Moscow program and schedule changes.
1. The Deputy Chief was on TDY from 31 August to 2
September in Lima, where he met with the Bureau's contractor as
well as Lima Embassy officers. From Lima he went to Panama
Bureau, where he discussed coordination and received a briefing
on Panama's ROSET. He returned to Asuncion on 10 September.
2. While on private travel to southern Africa, the
Bureau Chief spent 1 day TDY at Swaziland Bureau.
"Las Amigas del Paraguay," the local American women's group,
held their annual fair on the 26th. This is the year's main
charity fund-raiser, so everyone pitched in. For instance,
wife of Senior Editor baked and donated
100 cupcakes, which sold like the proverbial hotcakes.
