While the U.S. Government classified Ortigoza as a victim of injustice rather than a political prisoner, Embassy experts say his release on time, along with the release after 4 months' detention of opposition leader Rafael Saguier on the 23d, is an effort by the Stroessner regime to put on a good face for international political observers who are paying increasing attention to Paraguay as the February presidential elections draw near. In addition, the ruling Colorado Party daily PATRIA on the 23d carried an editorial on the principles underlying Paraguay's foreign policy that, while vaguely worded, could be interpreted as a cease-fire in the regime's war of words against the U.S. Government and especially Ambassador Clyde Taylor. A. Monitorial/Editorial -------------------- 1. Following weeks of hints, rumors, and denials, Brazilian Finance Minister Luiz Carlos Bresser resigned on the 18th when President Sarney refused to accept intact his fiscal reform package. The Bureau reported Bresser's resignation at immediate precedence from the EBN press agency. 2. Also on the 18th, the Bureau swung its ROSET dish to cover from Chilean television a speech by President Pinochet from Valparaiso, where he signed a decree moving the National Congress to that port city. The Bureau filed excerpts of the speech. B. Communications -------------- 1. A severe thunderstorm on the night of the 16th caused bureau communications to be down at opening of business on the 17th. Embassy communicators managed to restore the circuit the same morning. At the request of the Field Engineering Division, Bureau technicians this month completed a thorough update of the engineering report that details the Bureau's technical facilities and equipment. 2. Work continued on the installation of new racks and wiring in main radio, in anticipation of the Bureau's second ROSET antenna. D. Cruising 1. In response to a MOD request, the Bureau this month rechecked its ability to backstop Panama Bureau's coverage of Colombian, Ecuadoran, and Venezuelan radio stations. 2. Cochabamba, Bolivia, Radio Cosmos was observed airing a "Cosmonoticias" newscast at 1045 and 1630 GMT. Technical 3. The Bureau held its annual Christmas luncheon on the 23d. The impressive buffet, to which all hands contributed, was set out in the office so both shifts could participate. Ambassador Taylor attended with his wife, Ginny, and son Mark, who is vacationing from his job with the State Department. DCM Jim Mack also stopped in to sample the goodies. Bureau employees this month wound up their annual Christmas charity drive. Several fund-raisers during the year were topped off by a bake sale and a passing of the "hat." The local employees' efforts were aided by a generous personal contribution from the Chief of Operations, which was very gratefully received. Total proceeds this year amounted to $352.09 -- a significant amount in terms of the local economy. The San Ramon Home for mentally and physically handicapped orphans is already benefitting from the employees' generosity. First off was a badly needed overhaul of the Home's beleagured washing machines (most of the residents are in diapers). The Bureau charity committee is coordinating with the Home on spending priorities for the considerable remaining sum.
