MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report -- Panama Bureau -- January 1987
A. At month's end we received word from the U.S. Embassy that the
Panamanian Minister of Government and Justice had "reconsidered" his
position on at least one of the bureau's two frequency requests. The
embassy relayed that "the request for frequencies" would be approved and
that the official approval note would be forwarded to the embassy during
the first week of February. Until we receive the note, however, we cannot
be sure if approval covers both the microwave and Internet frequency
requests or just the previously rejected microwave request.
B. In an effort to upgrade bureau security, all bureau employees were
supplied with U.S. Embassy badges. These badges allow local personnel
access to embassy buildings as well as to the bureau compound. ID checks
will begin the second week of February, and access to the bureau compound
will become more strictly controlled.
A. Editorial/Monitorial
1. On 16 January Ecuadoran president Leon Febres Cordero was
abducted by Air Force personnel seeking the release of jailed General
Frank Vargas Pazzos, who had led coup attempts in March 1986. In response
to this bizarre incident, the bureau kept an open speaker watch on
Ecuadoran radio stations until late in the evening and was able to cover
the release of both Febres and Vargas.

2. The inauguration of the Nicaraguan constitution was
prominently featured in Managua media. In addition to the actual 9
January inauguration ceremony and accompanying speeches by Daniel Ortega
and Peru's Alan Garcia, the bureau translated the 30,000-word text of the
constitution later in the month.
1 B. Communications
On 6 January ACAN-EFE mistakenly instructed the Panamanian
telecommunications office to redirect the ACAN-EFE circuit to the
embassy. It took two weeks before the necessary paperwork and bureaucracy
allowed the service to be reconnected to the bureau. The bureau
compensated for the loss in coverage by monitoring EFE via satellite and
having ACAN-EFE deliver its file twice daily so it could be scanned on a
delayed basis.

V. COMMUNITY ACTIVITIES
The bureau's 1987 Social s Committee was announced on 27
January, and Chief Monitor was named committee chairman. UndetSTAT
embassy auspices, we have opened a special account with the military
commissary and can now purchase the majority of the bureau store's
supplies from the commissary. It is expected that this purchasing system
will provide bureau employees with a better quality and more varied
selection of foods while also providing a better profit base for the
committee.
