During the week of 27 April Satellite Technology Systems (STS) engineer conducted a training course for the Intercomsa people who will be operating the Internet antenna dish. Contractors from STS, Comsat, and Intercomsa will be working at the bureau over the next month in the effort to get Internet operational. Internet inauguration at the bureau is scheduled for late May. B. A two-man team from the Inspector General's audit staff visited the bureau 8-9 April. Although we have not seen the final report, we were told that we passed. C. A headquarters safety officer spent a day at the bureau reviewing our physical plant and safety procedures. She found some minor things, like outlets that were not properly grounded, but indicated that overall our safety program was quite satisfactory. We have not received the final report yet. A. Editorial/Monitorial 1. April's major coverage event for the bureau was the Cuban Union of Young Communists Congress held 1-4 April. The coverage, which was coordinated throughout with Key West Bureau, included the bureau's processing of Fidel Castro's speech to the congress. Fidel's speech was processed from Cuba's satellite television channel, Cubavision, a source that now appears to be carrying most major Cuban events and speeches. 2. In an effort to increase communication between bureau editors and Central American contractors, a program was begun during the month that has editors providing feedback, selection guidance, and STAT Declassified in Part - Sanitized Copy Approved for Release 2012/06/18: CIA-RDP88-00733R000100100009-4 , r Declassified in Part - Sanitized Copy Approved for Release 2012/06/18: CIA-RDP88-00733R000100100009-4 instructions directly to the individual contractors. Each editor has responsiblity for a particular Central American country and provides written feedback and instruction weekly over the bureau's facsimile equipment. Through this program, we hope to keep the contractors current on our selection requirements and provide feedback on contractor performance. 3. In preparation for FBA-1, we have begun a systematic training program for monitors and editors on translating and editing on computer. Using the FBA-1 word processing software, Write Now, we have now begun to translate and edit items on disk. As of 1 May, all editors and most monitors had received at least enough training to perform all basic operations necessary for translating and editing. Following monitor training, we plan to expand familiarization training to teletypists, technicians, and cruisers. Acceptance and enthusiasm have been high, and our only limitation is the number of available PC's: one for monitors and one for editors. B. Communications With the decision to cut bureau dependence on autodin by the end of the year, the requirement to be placed on the Army's new Mode I 300-baud circuit was officially dropped. Some of the Mode I equipment will be kept at the bureau, and the remainder will either go back to headquarters or London Bureau. C. Lateral Services 1. Relations between Panama and the United States were exacerbated in April as a result of the symbolic Senate vote to cut aid to Panama because of alleged inaction against narcotics smuggling. As a result, embassy requests for translations of Panamanian press reaction increased during the month. One political officer expressed appreciation for the quick and accurate translations that save the embassy substantial time in its own reporting. 2. Because of a number of minor addressee changes that had accumulated over the last several months, we conducted our annual recapitulation of the three Latin American AIG's about two months early. D. Technical 1. The bureau's technical staff completed installation of a new intercom system. The console and racks that will house the bureau's high-frequency radio equipment and Internet equipment arrived during the month. The cruising console will be located in the signal analysis room, and the Internet racks will be located in Main Radio. The switch from the old receiver racks to the new cruising console will take place over the coming weeks. 3. The following accountable property was transferred to headquarters: A. Building and Grounds The Army continued to work on upgrading the electrical power cable from Ft. Clayton to the bureau. The construction work is now in full swing and has forced bureau personnel to park outside the bureau compound until the laying of the portion of cable transiting bureau grounds is complete. 1.
