SUBJECT: Monthly Report - Okinawa Bureau - April 1987
The dollar reached a new low during the month, trading at 137.15
yen on 27 April, and at month's end hovered around 140 yen. No financial
analysts here are predicting an early strengthening of the dollar, and
several see it weakening further.
A. Monitorial/Editorial
1. China's National People's Congress ended on 11 April.
Beijing television proved highly productive, with some 50,000 words of
unique material in five lengthy press conferences and other special
meeting reports.
2. Beijing TV also provided an opportunity for senior editor
Paul Reid to demonstrate his Portuguese translating ability. Beijing did
not provide a Chinese translation of Portuguese Prime Minister Silva's
speech at the 13 April ceremony for the signing of the declaration on
Macao's reversion to China. Working a solo grave shift, Reid--our only
Portuguese asset--produced a very acceptable text with only a few words
indistinct. No other PRC media provided a text of Silva's speech.
3. On 21 April we began editing and filing HONGQI articles
translated by Hong Kong's contractors. The articles are sent to us by
facsimile. Each transmission of about 60 sheets requires about 35
minutes. The quality of the facsimile items is excellent. We have an
airmail subscription to HONGQI, so we have the original in hand for
checking translation problems.

1. We received thanks from 313th Air Division Commander Brig.
Gen. Keith B. Connolly for a videotape of Soviet military personnel and
their wives, which Connolly used in a 2 April briefing on Kadena Air
Base. MOD returned the tape converted to VHS, U.S. standard just in time.
2. We forwarded to MOD another Moscow tape request from the
Naval Intelligence Support Center in Washington.
1. Okinawa staff cruiser-designate) (visited the
bureau from 2 to 10 April for cruising orientation.
2. Major spring frequency changeovers by Moscow and Beijing and
other services were checked and reported during the month.
A report from Yokota ASC inspectors here on 31 March gave the
bureau high marks and called it a "fascinating" operations site.
1. Construction began on 20 April for the Army Information
Systems Command's new microwave relay tower across the road from our Bolo
Point operations building.
2. FBIS antenna field renovation is in its final stages for this
season: scheduled beverages are finished, and rhombic poles are ready for
final curtain installation.
3. All computer desks have been completed, and work has begun to
renovate all monitoring booths in time for the summer FBA-1 installation.
We received approval to hire as a part-time
secretary to replace[ who will PCS in June with her
husband. requires additional security clearances and
communications training before she can assume all the duties of the
position. In late summer we will have a second secretary,
who is coming to Okinawa with her husband, assigned to the

B. Buildings and Grounds
Our housing renovation design company is now preparing plans for the
refurbishing of the oldest bureau houses in time for a contract against
FY-1987 money. The walls are now being built on the new 3-bedroom duplex
which will replace the old quonset hut.
C/Islamabad Unit, and wife ~ 2-10 April for
training and orientation; Tokyo RMO, 15-17 April, for consultations; Tokyo
physician's assistant, 19-23 April to train several FBIS employees and
dependents in cardio-pulmonary resuscitation; Tokyo and Seoul security
officers, 17-18 April for inspection; FBIS security officer 24-29 April
for orientation and discussions.
Chinese monitor) (visited the Cologne Unit in late April
while on private travel in Europe; Hong
Kong and Bangkok bureaus, 23 April to 1 May, for advance PCS overlap
orientation and discussions.
