Denning, new commanding officer of the Naval Air Station, on 21 September. Capt Denning said he looked forward to working with us and volunteered considerable praise for the FBIS product which he had used in previous assignments. A. Monitorial/Editorial 1. The bureau had another busy month with a variety of Castro speeches contributing to our monitor/editors burning the midnight oil late into the wee hours on more than a few occasions. 2. Spilling over from last month, Havana also continued to play up its claims of infiltrating the CIA. It has now added a series of interviews with John Stockwell which we are zipping up to MOD via the Eastern "Sprint" express service. 3. On the human interest side, Havana provided a rare glimpse into its own crime in the streets problem when the radio reported the arrest this month of a man charged with stealing from suspected homeless people who "fall asleep for one reason or another" in parks in Havana. B. Communications, 1. Bureau Engineer) conducted a series of preliminary tests on our communications system in preparation for our eventual changeover from Baudot to ASCII. Two GE contractors working for ADD plan to visit the bureau in early October to conduct further transition tests. 2. Adding to our "high-tech" inventory, the bureau purchased Western Union's "Easylink" telex service this month to replace our outdated telex machine and soon-to-be dropped dedicated phone line. Easylink works with our PC in the administrative section and takes a considerably smaller bite each month out of our wallet. During the TDY of Chief/Panama Bureau through Central America we successfully received copy from El Salvador, Guatemala, and Honduras. We also faxed to Panama itself, providing that bureau with a current MIAMI HERALD story linking Noriega with big-buck drug deals. Finally, we successfully tested between Key West and our contractor in the embassy in Port-au-Prince. D. Cruising Radio Broadcast Monitor) (provided a complete 01/Al broadcast schedule of Radio Moscow's English-language weekend broadcasts to North America via a powerful Cuba-based medium-wave transmitter. The schedule was prompted by reports that the transmitter had been operating erratically on Saturdays. 0 also STAT participated for the first time in full monitoring of Moscow's fall/winter schedule. We will watch again during the first week of November when program adjustments and frequencies are expected. 1. Monitor/editors both STAT received well-deserved Certificates for Special Achievement along with a fistful of dollars this month for their sustained, superior work. 2. Our Panamanian TDY program came full circle this month when we celebrated the "second coming" of RTAT who were both here earlier in the spring to help us. STAT 3. The bureau chief signed a contract in September to have hurricane awnings installed on all the windows/glass doors of our houses. Putting our rent money to its best use, we are using our FY87 quarters deductions to help protect us from Mother Nature at her fiercest. Installation is scheduled for mid-October. 2. The bureau's ancient and rusted-out shed was torn down this month and discarded along with several herds of fire ants and a few recently deceased scorpions. We have plans with the Navy to construct a concrete block replacement building this fiscal year. The bureau chief attended an 11 Sep change of command ceremony to mark the retirement of Lt Cdr Ed Barger, outgoing commanding officer of the Key West Naval Communication Unit, and to welcome Cdr Robert Davis, the incoming new C/O. The bureau uses the Naval Communications Unit on Boca Chica as its backup communications link. 2. The bureau chief and wife attended a festive dinner 18 Sep at the Trumbo Point BOQ to commemorate the 40th Anniversary of the Air Force. No one at our table, which included NAS C/O Capt Denning, Coast Guard C/O Capt Saunders, and US Forces Caribbean J-2 Director Col Dabb, were forced to indulge publicly from the potent "grog bowl" for committing egregious violfi.t ons of protocol.
