The joint declaration between China and Portugal on the return of Macao to the PRC, which was signed 26 March, created only a small stir in Hong Kong. The reaction of the business community (including Hong Kong's volatile stock market) and the Hong Kong government was restrained. While the language and provisions of the joint declaration on Macao are not significantly different than those that were negotiated for Hong Kong the Portuguese plan in theory would give up to 100,000 Macanese the right to resettle in Portugal while the British Nationalities Act of 1982 effectively shuts the door on Hong Kong residents emigrating to the UK. B. What began as av\innocuous looking provision in a new Hong Kong press law triggered a heated marathon debate this month in the Hong Kong Legislative Council (LEGCO) that provoked cries of press censorship and fueled public interest in direct elections. The bill, which was ultimately passed by the Legislative Council, provides for prison terms and fines for anyone convicted of publishing or broadcasting "false news which is likely to or has caused public alarm or public disorder." The legislation was roundly condemned by the Hong Kong media as well as international press organizations. Following the passage of the legislation there were a number of news reports about instances of government censorship of the press as well as reports of past censorship of films considered possibly offensive to the PRC. Whatever the outcome of the public debate it is clear that for the moment the freewheeling nature of the Hong Kong media establishment has been temporarily restrained. A. Monitorial/Editorial 1. The bureau's split coverage of the National People's Congress (NPC) session with Okinawa Bureau has proceeded well. While Okinawa Bureau assumed responsibility for filing the brunt of the time-sensitive material, Hong Kong bureau was involved in the expeditious processing of several lengthy items which came out of the session. The bureau assisted Okinawa in processing approximately half of the government work report delivered by PRC Premier Zhao Ziyang at the 25 March opening session. Despite the fact the bureau's Chinese monitors have had little experience in dealing with major live speeches they managed to complete their portion of the processing in good time. 2. A Nefax machine was installed in the bureau on 11 March and successfully tested with Okinawa bureau. The fax machine will be in a receive mode 24 hours a day. 3. Construction of a new Philippine monitoring unit has been completed. The unit, which is located next to the bureau's radio room, puts the Philippine monitors on the same floor as the Chinese section and the editors. The move was made largely because of the crisis prone nature of the bureau's Philippine coverage and the need to facilitate communication between the editors and monitors during crises. 4. Preparations to pave the way for the bureau modernization have been going on throughout the month. Carpentry work to reconfigure the bins editorial room so that it will accomodate the new pc's should be completed by no later than mid-April. The rewiring of the bureau for the pcs and LAN network got underway 31 March and should also be completed before mid-April. A. One of the bureau's vacant Chinese monitor positions has now been filled with the new monitor to start work in the beginning of April. The other vacant position hopefully will be filled by May.
