SUBJECT Monthly Report - Austria Bureau - October 1987
Ambassador Ronald S. Lauder ended his relatively brief and
somewhat controversial assignment in Vienna and departed 27 October
by private jet. Mr. Michael J. Habib, newly arrived DCM, assumed
duties as Charge d'Affaires a.i.
The [ffects of disruptions and uncertainties in the world
financiai markets, highlighted by "Black Monday" on the New York
Stock Exchange, were quickly felt in Austria as the dollar nosed into
a gradual but apparently relentless slide toward new lows.
A. Monitorial/Editorial
1. Processing of material generated by numerous visits by
East Bloc leaders and activities in connection with preparations for
the Great October celebrations pushed Bureau filed wordage to a near
record total for the month. Happily, the Communications Section
experienced none of the horrendous backlogs that plagued them during
periods of heavy copy in pre-FBA days.

2, A brief visit by Headquarters analysts and
early in the month provided opportunity or STAT
mutually pro i a e discussions with Bureau editors and members of
the Albanian and Yugoslav monitorial sections.
B. Communications
The heavy garbling of the Bureau's outgoing file on the
primary circuit (noted in last month's report) was corrected on the
15th when Croughton, unable after some 2 weeks of searching to
identify and correct the fault, closed AU's circuit trunk into
Autodin there and rerouted our primary circuit traffic directly to
CONUS for subsequent entry into Autodin. During the ordeal,
Headquarters communications staff and Daily Report personnel provided
outstanding support and guidance, and London Bureau played an
invaluable and most appreciated role in serving as a relay point for
the Bureau's entire outgoing file via the secondary VCVC circuit.

C. Technical
1. The following accountable property was received during
the month: One Grundig receiver from Headquarters ($802.00); one
Ford Sierra stationwagon, local purchase ($18,669.00); two Siemens
dishwashers, local purchase ($1,617.00).
2. The following accountable property was disposed of
during the month: One Opel Caravan stationwagon, to Embassy for
local disposal ($7,854.00); two Extel B-315 ASR's, to Embassy for
local disposal ($9,800.00); two Barco TV monitors, to Abidjan
($3,466.00).
III. ADMINISTRATION
A. Personnel
1. A monitorial/editorial promotion panel meeting was held
8 October to evaluate the performance of members of the monitorial
staff and the associate editors. The panel's recommendations have
been forwarded to Headquarters for approval.

4. Effective 1 October, the Austrian banking corporation
Creditanstalt Bankverein took over cashier services for the
Embassy. The bank provides accommodation exchange and check cashing
services primarily, but also has available a full range of banking
services. Initial reaction to the change has been generally
positive.
B. Building and Grounds
1. New voltage regulators were installed early in the month
and Bureau techs began a long-term project to rerun much of the
cabling and ducting in the Bureau for reasons of safety and to
improve the appearance of some offices.
2. Carpeting was installed in the newly refurbished and
enlarged Albanian, Bulgarian and Hungarian sections.

B. From the Bureau
The Bureau Chief and Deputy Chief and spouses attended a
barbecue to welcome newcomers hosted by Ambassador and Mrs. Lauder at
the Residence 1 October. The Chief and D/C paid a subsequent
courtesy call on the Ambassador 5 October.
