SUBJECT : Monthly Report - Austria Bureau - August 1987
Although it has yet to be officially announced by the Embassy,
local media quickly picked up on U.S. press reports at mid-month that
Henry Grunwald, Time Magazine chief editor, has been nominated to
replace Ronald S. Lauder as U.S. Ambassador to Austria. Meanwhile,
new Deputy Chief of Mission Michael Habib arrived at post 18 August.
Mr. Habib served an earlier tour in Vienna from 1966 to 1969. He has
also been assigned to Botswana, Bonn, The Hague and, most recently,
as Deputy Director of the Office of Central European Affairs at
State.
II. OPERATIONS
A. Monitorial/Editorial
1. The summer doldrums continued through August with bureau
publishable wordage falling to 522,990, the lowest monthly figure in
a year.
2. Since the introduction of the LAN, there has been rapid and
significant reduction in the amount of total outgoing wordage
requiring old-fashioned manual punching. Less than 2 percent of the
bureau's file was hand-keyed for transmission in August.
B. Lateral Services
The bureau received an expression of thanks from the U.S.
Embassy in Bucharest for procuring and pouching a copy of a report
published by the International Helsinki Federation for Human Rights
in Vienna. The report, which assesses the working conditions of
foreign journalists in certain East European countries, had been
brought to the embassy's attention by an AFP item on the subject.

C. Technical
1. The TV monitoring room was moved from the third floor to
the basement during the month to make way for expansion of the
Bulgarian Section. In conjunction with this move, the TV
multicouplers were removed from the attic and installed in main
Radio. An additional TV amplifier was installed in the attic to aid
Hungarian TV reception.
2. A new VHS videorecorder was purchased during the month.
It will be sent to Brindisi to replace a unit there which has
malfunctioned.
3. All remaining computer equipment excess to bureau needs
has been packaged and is awaiting shipment to Headquarters.
4. The following accountable property has been received:
One Tratec A-1000 satellite receiver ($1,502); one GE model
Executive 11 transceiver ($1,289); five Okidata Parallel 182
printers ($1,250); two Lips 10 laser printers ($2,470); two Sony
BM-45 transcribers ($984); two Extel AH-11RS printers ($2,200); two
GPS -1K-125R UPS ($2,696); two Archive FT-60 tapestreamers ($3,192);
fourteen Victor VPC11 computers ($35,200); one Z500X antenna
satellite control ($417); and three Hitachi VT-168EM recorders
($2,070).
5. The following accountable property has been transferred
or otherwise disposed of: Ten TRG SU-1-30-50 multicouplers ($6,480)
to Embassy; two Extel B-315 teleprinters ($9,800) to Headquarters;
sixteen QEI modems, models 702, 701 and 710 ($6,561) to Headquarters;
one Extel B-315 teleprinter ($4,900) to Tel Aviv Bureau; one Extel
B-405 papertape punch ($1,850) to Abidjan Bureau; two Nefax 3500
transceivers ($9,800) to Bangkok Bureau; one Maynestream model 27
tape backup ($1,995) to Headquarters; one Onan 5.5NH53CR generator
($934) to Embassy; two Emerson 800 UPS ($2,696) to Headquarters;
thirteen IBM computers ($44,719) to Headquarters; ten Leading Edge
computers ($12,315) to Headquarters; one IBM computer ($4,075) to
Tel Aviv Bureau; and three transformers 380/110VAC ($3,459) to
Embassy.

6. Persistent and still undetermined problems with the STAT
Embassy Financial Management Center computer hardware have brought a
halt to all automated operations. Disbursements for vouchers are now
being handled by check from RAMC paris, considerably extending the
time between submission and disbursement. Fortunately, FMC has M
agreed to continue to handle our imprest fund replenishment voucher 1
in-house. FMC expects this situation to continue for "several
weeks".
