In writing his report, Colonel Miller told me this morning that he is thinking more and more concerning his proposal for reorg- anization of the DDI. Of the four major offices, Miller feels OIP to be the most important, and that the other three function primarily to support its functions. Of the four subdivisions, he feels OBI and ONE the most important, and OCI the least, for, as he put it, OCI only pro- vides what is immediate, on the spot intelligence, and for the purpose of early warning, OBI's efforts will provide the NSC with its long range indicators. 3. OIR, divided into its four major branches, will provide the necessary research for OIP's estimates. This research will result from the collection efforts of 00, which (under his recommendations) will embrace not only - collection, but also that phase of overseas intelligence collection currently provided by DD(P). He recommends increasing, in scope and personnel, 00's 4. OCD would be nothing more than reference offices (Library, etc.,) to logistically support the other three offices. 5. Miller claims he is progressing rapidly with his report, that he has not as yet encountered any stumbling blocks or areas of hazy recollection, and that his portion will be finished by early March.
