1. To facilitate responsive maintenance support and exercise
engineering control of system evolution, an Engineering Review Board
(ERB) for the TVRO System has been established. The TVRO ERB will
function under the auspices of the FBIS CCB to provide systematic
investigation, evaluation, testing, implementation and documentation
of CCB or ERB approved hardware and software maintenance and
enhancement changes to the TVRO System baseline.
2. The ERB will convene as necessary to review open Discrepancy
Reports (DRs), assign priorities and actionees to investigate and
resolve such discrepancies, review engineering analysis of
discrepancies, approve recommended corrective actions, and authorize
implementation of corrective actions. The ERB will also determine
whether a DR constitutes a Request for Change in the specified
functionality of the TVRO System, and if so, will direct the
preparation and review of an RFC. If approval of an RFC would
constitute a change in the top-level specification baseline for the
TVRO System, the ERB will forward the RFC to the CCB for approval
prior to authorizing implementation.
3. C/HED, as Chairman of the TVRO ERB, will ensure the
development and documentation of: the ERB procedures; a DR reporting
and tracking system; procedures for test, implementation and backout
of changes; and operational recovery procedures. C/HED will also
ensure the availability of a TVRO support activity which will
investigate DRs and develop approved corrective actions and be
responsive to the operational TVRO System and the needs of the ERB.
