A Transition Engineering Review Board was held on 23 July 1987 at 1330. See Attachment A for the list of attendees. See Attachment B for the agenda. 2. M. Tanigawa opened the meeting and reviewed the DRs and RFCs. See Attachment C for copy of DRs and RFCs. 3. Two critical items (HU-DR-E-001-87 and HU-RFC-E-006-87) were discussed. Both the DR and RFC addressed the same issue: Wire Service Numbering. The T-ERB declared the DR to be non-discrepant, since the system was compliant with specifications and a work around solution is in place, and assigned the RFC to LEC. LEC is to provide a cost and schedule impact statement to the T-ERB 30 July. 4. HU-DR-E-002-87 addressing Bureau Filing Numbers was discussed. This problem would require a VAX code change. LEC is to provide an assessment of the change for possible cost and schedule impact. 5. The T-ERB discussed seven new RFCs. a. HU-RFC-E-005-87 on the Wire Log was presented. It was assigned to the SI to provide recommended action and priority by 30 July. b. HU-RFC-E-007-87 for the Wire Editor Log-on was presented. It was set at Priority B and assigned to the SI to provide a recommendation for implementation by 30 July. HU-RFC-E-008-87 was presented on Wire Log Book Codes. LEC was directed to take action to implement. LEC is, also, to review and identify documentation requiring change. The RFC will be reviewed 30 July for closure. d. HU-RFC-E-009-87 was presented on the WSS Header Menu. The T-ERB rejected this RFC because it is related to the Wire Service Numbering, critical RFC. This RFC is to be attached to the critical RFC as supporting documentation. e. HU-RFC-E-010-87 was presented on the AFP/Reuters Wire Service. Implementation of this RFC would improve the overall system response time by deleting the need to manage the working queues. The RFC was approved for implementation pending coordination with OPS and set at a Priority B. OPS to provide an operation impact 30 July. f. HU-RFC-E-011-87 addressing the AFP/Reuters Wire Service was presented. This RFC is to be handled in the same manner as item e above. g. HU-RFC-E-012-87 was presented regarding the Wire Service programmable keys. This RFC was assigned to the SI to investigate the need for change. of this request and provide a recommendation by 6 August. LEC was tasked to provide the SI with their assessment of the RFC. This RFC was set at Priority B. 6. Ths status of HU-RFC-E-004-87 ("in process") regarding the additon of an another Shaftstall Input Device and Model Upgrade was addressed. The RFC was approved. ESG is investigating the purchase with ESG funds and identifying the affected documentation. This RFC was set at Priority B and requires a weekly status report. 7. The AFS Modem Relocation, HU-RFC-E-003-87 was addressed for closure. The T-ERB closed the RFC with regard to the relocation. However, the RFC remains open in order to track completion of the documentation. A monthly status report is required. 8. A walk-on RFC was presented. C0-RFC-E-001-87 addressed an Additional VAX Terminal for Computer Center. LEC was tasked to provide an impact statement to the T-ERB by 6 August. Open discussion covered the following topics. a. GE has provided a work space for individuals to develop their DRs/RFCs directly on softcopy. The GE staff will be available to assist anyone requiring assistance in completing the DR or RFC forms in either hard or soft copy. b. It is recommended to anyone who completes a DR or RFC that they be present at the T-ERBs to resolve any questions the ERB may have regarding the specifics of the report/request. GE/SES will post a list of DRs/RFCs to be viewed at each T-ERB in the 3S12G (GE/SES office prior to each meeting. 10. The next Transition ERB is seduled for Thursday, 30 July at Attachments: A. Analysis: As currently designed, this numbering system does not allow for the cancellation of a number once a Transmit menu has been appended and it requires manual tracking to ensure that numbers are not assigned or items filed out of sequence. It is essential that outgoing VSS subscriber messages be generated in sequence automatically when the items are actually transmitted. Impact: Significant impact for the wire operations. Wire officers have described this problem to C/Ops as "crippling".
