Soviet doctrine that you reviewed last year. We
appreciate and value your assistance and hope the
study will prove useful to the Community's
understanding of how and why the General Staff
implements change. This is an area in which we are
doing more work, including a study on whether new
conventional weapon technologies have changed Soviet
views on the nature of a war between the Pact and
