SUBJECT: National Intelligence Estimate 97-84,
PERU: ECONOMIC AND POLITICAL PROSPECTS
1. Attached for your approval are the revised Concept Paper and Terms
of Reference for National Intelligence Estimate 97-84, PERU: ECONOMIC AND
POLITICAL-PROSPECTS. The estimate was requested by the ate Department s
Bureau o n er- erican Affairs and will be prepared under the joint
auspices of the National Intelligence Officer for Latin America and the
National Intelligence Officer for Economics. Ms. Sharon Ahmad, a senior
foreign service officer with substantial economic experience, has been
assigned to INR for the purpose of drafting this estimate. Mr. William
Lofstrom, State/INR, will be drafting the political section of the paper.
2. The Concept Paper and TOR have been revised to reflect the
comments of the Senior Review Panel. Specifically, the NIE will focus on
possible Peruvian developments that could seriously affect US interests,
including the circumstances under which Soviet and Cuban influence might
expand. We plan to convene the NFIB Representatives 0 n 1 3 March to
coordinate the Concept Paper and TOR and expect to have a draft of the
estimate in hand by May. Ms. Ahmad is planning to visit Peru to conduct
research for the estimate and may be requesting CIA assistance in funding
her trip.
