SUBJECT: Notes from the 29 January Meeting between
the NIOs and Bob Gates
1. The Senior Review Panel has met on the NIC Production Program and
will pass back comments this week.
2. Carl Rowan will speak in the auditorium on 7 February at 10:00
a.m.--black history week.
3. Bob discussed the dissemination of NIEs to the Department of
Defense during the 6-month trial period mentioned in his memo. He
suggested that we wait until DIA has made its in-house dissemination
before sending individual copies directly to our contacts. In the end,
DIA will fail, according to Bob, and we will take over dissemination.
4. DIA was unhappy with changes made in the Nicaraguan estimate
after the reps session. Herb said "that's what I get paid for'. Hal
Ford suggested we do our homework during the reps meeting, perhaps at
lunch, and thought that DIA had a legitimate complaint. Bob Gates
reminded everyone of the need to retain clarity in the draft during the
reps process. He also reminded the NIOs that we are the DCI's
representative and should press for footnotes we believe judgments are
being made less clear during coordination.
