MEMORANDUM FOR: National Foreign Intelligence Board Representatives

SUBJECT . Further Steps to Update SNIE 31-81, "Pakistan's Nuclear
Weapons Program: The Next Three Years"
1. Significant recent developments necessitate an updating of the
draft Memorandum to Holders of SNIE 31-81 that was coordinated by NFIB
representatives on 25 June. A new draft will be prepared following fast-
track, Category B, procedures for the production of interagency intelligence
assessments.
2. The principal objective in redrafting the coordinated text will
a) to track Pakistan's actions and intentions in its nuclear
weapons development program, in light of new evidence
and recent US discussions with Pakistan on this issue
since the issuance of SNIE 31-81;
b) to assess Zia's options and intentions with regard to
the nuclear program in the future, with primary emphasis
on the near-term spent fuel reprocessing issue.
3. We aim to have a new draft available for circulation by 10
September. Your comments on this approach are welcome and should be pro-
vided to me or by COB 7 September
