to Cabinet-level Officers
The Memorandum to Holders of SNIE 31-81 on Pakistan's nuclear
weapons program is now ready for dissemination. This is to re-
.quest your signature on the covering letter for copies going to
the Vice President, Secretaries of State, Defense and Energy,
the Special Assistant to the President for National Security
Affairs, Chairman, JCS and the Chairman, PFIAB. (I am sending
copies to selected sub-cabinet officials.)

As part of the Intelligence Community's ongoing monitoring
of nuclear developments in the. South Asian subcontinent, an
updated assessment (enclosed) of Pakistan's nuclear program was
recently completed. Among its key findings: Pakistan will pro-
ceed with the development of a nuclear weapon, but President Zia
will most likely hold off testing of a nuclear device, because
it would precipitate termination of the US security assistance
relationship.
