The following summary is submitted in response to Dick Lehman s
request in the reference:

The intelligence Community continued to p sub
stantial" collection and analytical resources to the potential
for the spread to additional countries of nuclear weapons
and weapons-related technolotries and materials. Its responsi-
bilities in this area were in a INlationai Decision
Directive, signed on 16 July 1981, in which the President
committed the US to a strong intelligence collection and
assessment capability as an integral part of US nonprolifera-
tion policy.
In conjunction with its production responsibilities, the
Community continued to further the pt.I?rsuit of a multici:isci-
plinary analytical approach in the assessment of the diverse
topics comprising proliferation :intelligence--analysis
focussed on national decisionmaking, motives, and intentions
as key substantive areas supplementing scientific and tech-
nical judgments and findings. This approach was evident in

SUBJECT: Review of Major Intelligence Issues in 1981
n wh; t has become an annual event, a two-day conference
was conducted in June 1981 that brought together senior
policy and intelligence officials to develop a common under-
standing of major :Lssues in policy planning and in directing,
in te.ll.i.;c ncu activities in the area of prol:i.fer.atioin. The
DDCI and DD/NFA participated as keynote speakers and the
DDCI sent the conference results to the NFIB for appropriate
