Dear Admiral Murphy:
This is to invite your participation with other Washington-
community policy and intelligence officials in a two-day conference
ati 25 and 26 June
1981, on nuclear proliferation intelligence through the 1980s.
The conference will provide the opportunity for policy people to
concentrate attention on what is being done on the intelligence side,
how well, and changes that might be made. We will be trying to build
a common understanding of the main issues in planning policy, conduct-
ing assessments and directing collection activities. Policy officials
mostly at the level of assistant secretary and below and intelligence
analysts and collectors are invited to attend the conference (copies of
the invitation list and the tentative conference agenda are enclosed).
Background materials and discussion papers will be furnished upon
arrival at the conference. TOP SECRET (SI/TK) clearances will be re-
quired of all participants. Transportation, meals, and accommodations
will be provided.

and to make arrangements for transportation to and from the conference.
