SUBJECT: State/OES Request for Intelligence Study
DAS Lou Nosenzo has requested, through State/INR, that an intel-
ligence study be prepared that assesses
--"what countries will be acquiring power reactors
in the future and whether they will be opting for
LWRs or HWRs." The following countries should
be covered in the study: Mexico, Yugoslavia,
Indonesia, Philippines, Bangladesh, and Iraq.
The study is supposed to serve the purpose of proving or disprov-
ing the assertion of French nuclear officials that many of these
countries will choose the heavy water fuel cycle (HWRs) unless they are
supplied enrichment capabilities (e.g., chemical exchange plants) with
LWRs. The French cite Indonesia and Mexico as examples supportive of
their contention.
No deadline for the study was mentioned.
