The following countries should be covered in the study: Mexico, Yugoslavia, Indonesia, Philippines, Bangladesh, and Iraq. The study is supposed to serve the purpose of proving or disprov- ing the assertion of French nuclear officials that many of these countries will choose the heavy water fuel cycle (HWRs) unless they are supplied enrichment capabilities (e.g., chemical exchange plants) with LWRs.
