SUBJECT: Conversation with Mr. Arnold Donahue, OMB,
Regarding 1985 Omnibus Supplemental Bill
1. Mr. Donahue called to get the Agency position on the
following three items likely to be included in the 1985 Omnibus
Appropriation Bill when it gets to the President:
The Chiles Amendment, prohibiting occupation of the
new Soviet Embassy in Washington until the Soviet
Union pays the costs which have resulted from delays
in construction of the new U.S. Embassy in Moscow. I
told Mr. Donahue the Agency would defer to State.

countermeasures. Arnie said he expected State to
oppose providing this money to the DCI and would want
it given to the Secretary of State.
2. After a discussion wit I called Arnie
back and told him that the DDCI had met with State
representatives this morning, and that contrary to his belief,
we did not expect State to object to the amendment as it stands.
