ITEMS OF INTEREST
1. State Department Authorization Act: The Congress has passed
and sent to t e ite House the State partment Authorization Act
for FY86. The Senate version of that Act contained a provision
entitled the "Foreign Surveillance Prevention Act," sponsored by
Senator Moynihan. This provision was vigorously opposed by the Agency
and we were successful in persuading a House/Senate Conference Committee
to drop the Moynihan proposal. The conferees did, however, request that
the President conduct a study of the problem of electronic surveillance
of Americans by foreign powers and submit recommendations to Congress
no later than 1 January 1987 on legislation and other actions designed
to bring an end to surveillance of Americans by foreign powers.
