The purpose of the luncheon was to obtain updated information on the Senate's efforts on supplemental retirement and current budget activities on the present retirement systems. Senator Steven's Supplemental Proposal will be disclosed this week and hearings will begin after the July 4 recess. The full Senate will consider the legislation after Labor Day. The intent is to have legislation passed by 31 December 1985. -- The U.S. Air Force has provided the Office of Personnel-Employment with a list of all officers under the age of 35 who will be separating from the Air Force in July and August 1985. Letters describing career opportunities in the Agency and inviting application to the CT program are being sent to those separating. 25X1 -- Mr. John Marsh, Secretary of the Army, received tutorial Spanish language training conducted by the Office of Training and Education Language School instructors. He was trained at the Chamber of Commerce Building from 24-28 June. -- A request to transfer an additional 122 cubic feet of OSS records has been submitted to the National Archives and Records Administration (NARA). This request represents the sixth group of records offered to NARA and includes all Washington OSS Operation and Support Records. Directorate of Intelligence - See tab. At the present time we plan to look at FBIS/DS&T, =DO, PCS/DO, OCR/DI, and Technical Security in the broadest sense. OGC is also a possibility. Office of Comptroller -- As mentioned in last week's O/Compt weekly report, the 1987 Budget Forecast was forwarded to the IC Staff on Monday, 17 June. The IC Staff has requested further clarification on several of our investment programs. These briefings have been scheduled for the morning of 3 July. -- Executive Committee decisions and financial guidance for developing the 1987 budget will be forwarded to the Deputies early next week. Offices will revise their program plans and return their budget estimates to this office by 1 August. Office of Legislative Liaison -- On Wednesday, 26 June, the SSCI was briefed on requirements and intelligence production by the ADDI and representatives INR and DIA. -- On 25 June, Senator Nunn introduced a bill that would authorize the CIA, OPM and the Defense Investigative Service to obtain access to local criminal justice records when conducting background investigations. The Senate Armed Services Committee informally agreed to attach Senator Nunn's bill to the FY-86 Intelligence Authorization Bill. Public Affairs Office accompanied Bob Gates and Larry Gershwin to the Hill on 26 June to handle the press during their open testimony before subcommittees of the Senate Armed Services and Appropriations Committees. About 15 reporters attended, including Charles Corddry of The Baltimore Sun and representatives from Radio Free Europe and USIA's Overseas Press Service. They took notes on the proceedings and did not attempt to question either Bob or Larry afterward. So far as we could tell, no television journalists were present. The only photographs taken were stills by the wire services. -- Students from SUNY Stony Brook who had written award winning presentations on nuclear proliferation were briefed at Headquarters last week by representatives from OSWR and OGI, and by PAO Presentations Officer Several students expressed interest in Agency employment. As of the 25 June construction meeting with the George Hyman Construction Company, the first level of the new parking deck will be complete by 15 July. The second level should be complete in early August, and the third level will not be available until the end of Centex's contract in 1987. Hyman will start renovating the temporary West Lot "A" in late July or early August after the parking deck becomes available. h. As of 25 June, a total of 30 flat-bed trailer-truckloads of steel have been delivered to the new building construction site. Due to the lack of storage space on the site, it is planned to only bring in what can be erected in one day and keep a few loads in reserve. A total of 7,000 tons will be delivered over a seven-month period. i. The North Dock will be closed on 15 July Centex will then start work for the new North Dock. it is estimated that the job will take six to seven months. When completed, Centex will start construction on the new South Dock and all dock operations will be out of the new North Dock. These job requests consisted of generating a total of 192 8x10 color prints from 14 viewgraphs for a White House briefing on the morning of 21 June. 1. In an attempt to resolve the acute Security Escort shortage in the face of ever-increasing requirements for Security Escorts, a new program for recruiting escorts was implemented. To date, there have been over 200 responses to a Headquarters Notice advising of employment opportunities for spouses and/or mature dependents. Under current law, individuals who are restored to earning capacity from disability retirement status lose their insurance entitlements if not otherwise eligible for a regular annuity. Although they may subsequently be reinstated to disability status, they do not regain entitlement to insurance coverage. The amendment, which is retroactive to December 1983, would correct this situation permitting reinstatement of both health and life insurance at the time the disability annuity is renewed. OP is aware of one individual who will be eligible for this benefit and is currently researching records to determine if other disability retirees may be affected. p. The U.S. Air Force has provided the Office of Personnel-Employment with a list of all officers under the age of 35 who will be separating from the Air Force in July and August 1985. One-hundred-forty-three letters describing career opportunities in the Agency and inviting application to the CT program were sent to those separating in July. Letters to the 175 separating in August will follow. Of the 318 officers on the list, 58 are engineers, 33 have degrees in the hard sciences, 22 in math/computers, 71 in social sciences, and 82 in business/public administration. q. On 8 October 1985, the DS&T and OP Recruitment Operations Division of Employment jointly will participate in a Satellite Career Network Teleconference. The teleconference is targeted at technical seniors at 21 major universities. The Agency participation will consist of a 20-minute segment, which includes the showing of the OP recruitment video, followed by questions from the students that will be answered by DS&T officers. An Agency recruitment activity officer will be present at each college site to provide further answers and followup on any students who exhibit an interest in Agency careers. r. Mr. John Marsh, Secretary of the Army, is receiving tutorial Spanish language training conducted by the office of Training and Education (OTE) Language School instructors. Secretary Marsh is being trained from Monday, 24 June, until Friday, 28 June, at the Chamber of Commerce Building. S. The Agency is normally allotted two spaces by the Air Force for each running of the Dynamics of International Terrorism Course, conducted by the Special Operations School, Hurlburt Field, Florida. However, the School sometimes offers us extra spaces in a course running. Security Clearance Information Act of 1985 On 25 June, Senator Nunn introduced a bill that would authorize the CIA, OPM and Defense Investigative Service to obtain access to local criminal justice records when conducting background investigations for the purpose of determining eligibility for access to classified information, assignment or retention in sensitive national security duties, or acceptance or retention in the Armed Forces. On 27 June, the Senate Armed Services Committee informally agreed to attach Senator Nunn's bill to the FY86 Intelligence Authorization Bill. The Authorization Bill had been previously referred to the Armed Services Committee after being reported out of the SSCI on 11 June. Charles A.
