Public Affairs Office -- OTE pulled together fo the Academic Coordinator, statistics on full-time academic study under CIA sponsorship for FY84 and FY85. An average of about CIA employees each year are taking such study, with about half of them from the DI and the others distributed fairly evenly between the other three directorates. A third of the students are attending universities outside the Washington area, and the others are sprinkled among local institutions. It appears that we are doing as well or better than other such agencies as State and NSA in approving such study for our people. The ninth running of the New Anal st Course (NAC) ended on 23 July. Of the 0 students attending, were from regional offices, 0 were from OGI, one was from OIA, an ach were from OCR and OSWR. The NAC is intended to enable new DI analysts to understand the analytical process and to develop skills needed to produce finished intelligence. It focuses heavily on inculcating those survival skills which students will use during their first three years on the job. Participants identified the two weeks spent at= practicing the production of finished intelligence as extremely valuable. Four additional runnings of the NAC are scheduled for calendar year 1985 in order to meet anticipated training needs of newly-hired DI analysts. I (Career Trainees invaded the Chamber of Commerce Building on Monday, 22 July at 0830 to begin the Career Trainee Development Course (CTDC). The Director of Training and Education led off with a talk on "Agency Uniqueness and the Concept of Career." The Deputy Director for Intelligence initiated the first formal segment of the course with a talk entitled "Threats to U.S. National Security: An Historical Perspective." Both presentations were well received by the students. CTDC is being held in the largest classroom in the Chamber of Commerce Building in order to accommodate the largest class of Career Trainees in recent memory. Additional tables and chairs were placed in the room and four rotating floor fans were added to help ventilation. It is a very crowded place but the CTs are conscious of the fact that certain sacrifices will have to be made to guarantee the success of this course and thus far have been good-humored about any inconveniences they are experiencing. 1. The Office of Personnel launched a new, experimental initiative, named to recontact and hopefully reclaim some of the ap licants since 1982 who self-cancelled after being fully cleared. Over files of these candidates are circulating among components to solicit new and/or continuing interest. The strategy involves initial telephonic contact by a field recruiter, a face-to-face meeting to discuss "new opportunities", and sustained personal contacts by component officers. We are optimistic that the small investment of time and money required for this program may produce a number of EODS. To date,l (former applicants have renewed their interest in employment. n. in an effort to enhance Hispanic recruitment, the office of Personnel's Hispanic Employment Program Manager attended the Eighth Annual National Council of La Raza Conference in Houston, Texas. Valuable contacts were made including the President of the Mexican-American Engineering Society, a counselor for the Association for the Advancement of Mexican Americans, and a representative of Vocational Services in Houston. OL reports that the new cafeteria carpet has been installed. The installation of the ceiling sound soak acoustical panels is scheduled to commence the week of 29 July. During the panel installation, the contractor will erect and leave in place a large working platform in the South Cafeteria. The scheduled completion date is 29 August. The framing for the new gazebo in the South Cafeteria is 98 percent complete. t. The New Building Project Office (NBPO/OL) has been notified by the Federal Highway Administration (FHA) that a contract for construction of an acceleration lane on the George Washington Memorial Parkway, westward towards the Beltway and the Cabin John Bridge, is being negotiated under the Small Business Administration (SBA) program. Minority Truckers, Inc., of Washington, D.C. has been identified as the contractor for this project. The date for completion of these negotiations has been set for 7 August. FHA has stated further that if this date cannot be met they will withdraw the project from the SBA 8(a) program and place it with formal advertisement. The intent is to have the project completed this fall. Mr. Don Latham, Assistant Secretary DOD, was given a DIA SAFE status report. Mr. Latham expressed an interest in the computer security built into the system (particularly enhanced compartmentation) and asked when SAFE development would be finished. On this point, DIA replied that, after FY-87, they did not intend to seek development funds for SAFE. Z. By August 1985, SAFE plans called for a user population of At the request of the DI, OIT has made a major effort to install as many SAFE terminals as possible. As a result, there are now approximately SAFE users - the number projected for August 1987. This surge in terminal installations has exhausted the number of SAFE ports in Northside Computer Center. aa. A new data base management system Ihas been installed in OIT for acceptance testing. This backbone so tware is being introduced with the aim of changing the way OIT and the Agency handles its corporate (OP, OL, OS, OMS, OF, etc.) data bases. The new software should allow the introduction of fourth generation languages, reduce application software work and give users more flexibility in working with their information. The development of a budget preparation prototype as part of the automated Budget Accounting and Resources System (BARS) effort is progressing well. The prototype is resident on an IBM PC and uses pilot offices (OC, OD&E, OSO, European or Near East Division, and an unidentified DI office) in time for the FY-88 program exercise in December. ~oftware. The prototype will be installed in five cc. On 24 July, Chief, Classification Review Division, a DO specialist on the Kennedy Assassination papers, and the Office of Information Services (OIS) Legal Advisor will go to the National Archives and Records Administration's record center to review about one foot of CIA material contained in the records of the President's commission on the Assassination of President Kennedy. The CIA documents had been reviewed in 1975 and verified as properly classified and exempt from release. NARA has requested that the Agency re-review the material to see which, if any, of the documents can now be declassified and released. The POST was interested in Agency input which we declined to provide. We have distributed to the media and academic contacts copies of the Agency's new USSR Energy Atlas. There has already been some press mention of their having received their copies but no reviews as yet. OTE pulled together for the Academic Coordinator, statistics on full-time ac c study un er uim-spohsorship for FY84 and FY85. An average of abou CIA employees each year are taking such study, with about half of them fr 'a DI and the others distributed fairly evenly between the other three directorates. A third of the students are attending universities outside the Washington area, and the others are sprinkled among local institutions. It appears that finally we are doing as well or better than other such Agencies as State and NSA in approving such study for our people.
