j. Members of the Central Intelligence Retirees Association
(CIRA), who had indicated their willingness to serve as focal points to
augment the Agency's recruitment effort, have been invited to attend a
one-day conference at Headquarters, tentatively scheduled for 30 August.
Most of the briefings to be provided to the CIRA participants will be
designed to update them on current Agency personnel requirements.
M. I leditors from all directorates met on 30 July to
organize an Editors' Forum. After lively discussion, those attending
this preliminary forum agreed that they shared several concerns that
would make future meetings worthwhile. Those present agreed on four
topics of general interest: (1) One style manual for all of the CIA; (2)
Editor-writer relationships; (3) Editing as a Career in the CIA and (4)
On-screen editing--limitations and possibilities. These topics will be
addressed at quarterly meetings with the first scheduled for 30 October.
n. On 22 July, the Changing Role of the Secretary in an
Automated Office Course was presented in a new Agency-specific format
designed by Formerly, the course was presented by a
contractor whose emphasis was on the theory of change. The new format
included segments by division chiefs from the Offices of Training and
Education (OTE) and Information Technology (OIT); a segment on Ergonomics

format was well received and met their needs. The next running of the
course will take place on 19 August.
o. The full Career Trainee (CT) Class of U students completed
basic word processing on the Wang Alliance on 1 August. The group was
divided equally into two groups giving each class two days of intensive
training. students qualified on the KEE simulator. There were
several others who were in-house Wang users who attended only the
specialized training sessions. In addition to basic operations, they
received training in Visual Memory and Glossary. The Visual Memory will
enable them to key in their evaluations of all the speakers. Several
Glossary programs contain various quizzes the CTs are required to
complete during certain phases of their training. The CTs are certainly
a bright, quick and alert group of young people. Overall, the training
went very well.
p. The two-week Seminar on Intelligence Analysis (SIA),
conducted at = ended on 1 August. DI analysts, 0 analysts
from the National Security Agency, and from the National Photographic
Interpretation Center (NPIC) participated. Particularly successful were
the student presentations of their final problems to the ADDI, who
commented favorably on their use of SIA techniques in the analysis of
complex intelligence problems.
q. OTE co-facilitated the Directorate of Operations (DO) Tandem
Couples Course under the direction of This course
is designed for DO couples facing overseas duty and addresses the marital
stresses when one or both spouses serve within the DO. The seminar was
conducted at 4 - 6 August.
r. The two-day Executive Development Program elective,
"Achieving Sustained High Performance," offered by

Commerce Building. This is the first running and SIS officers have
registered for a program that can accommodate only Selection is

t. The Office of Information Technology (OIT) completed the
first census in the Agency's history of all ADP equipment in
Headquarters-area components. The census reveals that the Agency uses an

incredible variety and quantity of ADP equipment. It also gives OIT a
tool to help come to grips with and gain control of the Agency's use of
ADP technology. In summary:
v. Representatives from the Office of Finance/Compensation
Division (OF/CD) conducted workshops for ^ Time and Attendance (T&A)
clerks at OIT, OSO, NPIC, and AF Division. The workshops provide
detailed information on the proper methods to record T&A data, the duties
and responsibilities of the units in recording this data, and an overview
of payroll operations. Most components find these workshops very helpful
and CD urges all components to take advantage of this service.
w. Electronic Time and Attendance System (ELECTAS), a joint
effort by OF and OIT to develop a prototype system which will transmit
hours worked and leave information electronically, is scheduled for
initial testing in September. The OIT portion, including the coding is
completed, and training and testing has begun with the involved T&A
clerks in OIT. Various user manuals are being developed and reviewed
which outline procedures for the T&A clerks and approving officers.

? For Arms Control and Disarmament Agency Director Adelman, FBIS media
analysts provided information on the language of Soviet public statements
calling for a ban on SDI research and on the development, testing, and deploy-
ment of SDI systems. ACDA needed the information to assess recent remarks by
Soviet negotiator Yuliy Kvitsinskiy at a Moscow press conference. (C)
? The FBIS Swaziland bureau has begun providing a daily summary of the
South African press, concentrating on black and white attitudes and reactions
to recent events. This summary is for the Vice Chairman of the National
Intelligence Council, who will pass it on to senior colleagues. (C)
? The Office of Research and Development held a four-day symposium, funded
by DARPA, on concurrent processing. The symposium brought together scientists
and managers from the CIA and other Government agencies with corporate research
scientists and academic experts. The first three days of the symposium famil-
iarized the Government participants with the state of the art in concurrent
processing machines. During the fourth day, participants discussed the appli-
cation of concurrent processing to specific, classified intelligence problems.
Some 220 people participated in the symposium, and reaction to the program was
enthusiastic. Many of the participants have expressed an interest in a follow-
up symposium. (U)

DCI/DDCI Assigned Tasks
SOVA has completed an ACIS delivered analysis of Soviet
proposals in Round II of the NST talks, requested by the
President's National Security Advisor.
NESA prepared talking points on PLO-Jordan and the peace
process; and with OGI prepared a memorandum on Saudi oil policy
and spending decisions.
SOVA prepared talking points on Expansion of the Soviet
Industrial Experiment.
Of Special Interest This Week
ACIS attended IGs on START, SDI, and Arms Control and Public
Diplomacy.
ACIS met with staffers to Senators Byrd and Nunn concerning
the Senators' upcoming trip to Moscow.
ACIS met with Sy Weiss from PFIAB on verification issues.
ALA briefings on the Hill included Congressman Fazio; the
HPSCI staff (Kenya, Zambia, and Nigeria); and the House Foreign
Affairs Committee staff (Ecuador, Chile, and Uruguay).

EURA hosted a briefing session for Ambassador Richard Burt.
EURA met with Assistant Secretary Ridgway on critical
substantive issues, the 1986 research program, and prospective
candidates for EURA's rotational position in the Ambassador's
office.
EURA also briefed Commerce Assistant Secretaries Vargo and
Ludolph on West European economic developments.
NESA briefed the staff of the US Marine Amphibious Unit
which is scheduled to deploy to the Mediterranean this summer.
NESA discussed Iranian and Iraqi issues with State's
Director of Northern Gulf Affairs.
NESA met with.representatives from DIA to discuss DoD
assistance on analysis of Afghanistan,
NESA also briefed Under Secretary of Defense Pillsbury on
Indian military developments.
OEA briefed staffers from SSCI on Intelligence about current
developments in the Philippines, Indonesia, and Malaysia, and
developments in North-South relations.
OGI drafted an unclassified paper on International Terrorism
for the SSCI.

issues prior to their scheduled travel next week to Mexico City
for discussions with the Embassy and DEA officials.
OGI discussed foreign investment issues with Allen Lenz,

OSWR briefed Ambassador Burt on the technology transfer

I. DCI/DDCI-Assigned Tasks
NIO/Africa (Fred Wettering) joined the DCI INA meeting with Deputy
Assistant Secretar of State Frank Wisner for discussions on South
Africa;
and also prepared
a resume for the DCI of Swapo and ANC activities in states bordering
South Africa.
NIO/Counterterrorism/Narcotics (Charles Allen) met with the DCI to
discuss terrorist initiatives and the activities of the Vice President's
Task Force on Counterterrorism; and accompanied the DCI to a meeting of
the Cabinet Council Drug Enforcement Policy Board to brief on
international narcotics trafficking and Community capabilities to
counter the illicit flow of narcotics.
NIO/Economics (David Low) represented the DCI at two Economic Policy
Council meetings on trade issues; with the Executive Director,
NIO/Counterterrorisr/Narcotics (Charles Allen), and others, briefed the
DCI and the DDCI on the Community approach to financial intelligence;
NIO/Europe (Col. George Kolt) prepared talking points for the DCI on
Europe and the SDI.
Assistant NIO/Latin America prepared material for the

NIO/Africa (Fred Wettering) briefed Congressman Solarz on Angola,
Mozambique, and South Africa, with OALA Analysts; and met with Irvin
Hicks, US Ambassador-designate to the Seychelles,
NIO/At Large (Hal Ford) attended a special NSC Staff meeting on
questions related to Radio Marti; and visited the Defense Intelligence
College to receive briefings on the DIA Research Center.

NIO/Counterterrorism/Narcotics (Charles Allen) discussed
counterterrorism initiatives with NSC Staff member Oliver North; met
with the Director of the NSC Crisis Management Center to discuss
information handling for counterterrorism;
Imet with an OGC officer to discuss the legal
aspects of and constraints on Community counterterrorist activities;
participated in a CIPC meeting for discussions on the follow-up to the
International Narcotics Report; and met with Col. John Cash of
OSD/Policy regarding an unclassified White Paper on the threes
State-sponsored terrorism. Mr. Allen and A/NIO/Narcotics
met with the A/DDO to discuss terrorism issues, DDO narcotics
initiatives, and support to a State Department narcotics initiative in
Colombia; and met with and Capt. Howard Gehring of
NNBIS regarding Community support to NNBIS and collection management
coordination issues. SA/NIO/CT and Mr. Allen discussed
Community capabilities and planned activities to counter terrorism with
VADM Holloway, Executive Secretary of the Vice President's Task Force on
Counterterrorism; discussed collection management in times of crisis
with two NSA officers and CS/NIO/CT/N and were briefed by
the FBI Assistant Director/Technical Services Division on the
capabilities of the new FBI Terrorist Intelligence System, an advanced
relational data base on counterterrorist activities.
NIO/East Asia (Carl Ford) met with the US Ambassador-designate to
China, Winston Lord;
NIO/Economics (David Low) met with the Director of the Office of
Metric Programs, Department of Commerce, to discuss Commerce Department
efforts to stimulate profit-making high-tech ventures between the
private sectors of the US and other countries; and with A/NIO/Economics
met with the former Economic Counselor to Pekin to
discuss the economic reform program in China.
NIO/Europe (Col. George Kolt) met separately with the US Ambassador
to West Germany along with NIO/USSR (Fritz Ermarth); DCM-designate/
Paris, William Barraclough; DCM/Belgrade; and attended a CSCI evening
seminar on SDI, addressed by LTGEN Abrahamson.
NIO/FDIA (H. F. Hutchinson, Jr.), with A/NIO/FDIA
visited the CI element of the Naval Investigative Service for
discussions and briefings; with C/FDIA staff

NIO/SP (Lawrence Gershwin) discussed monitoring and verification
with PFIAB members Sy Weiss, John Foster, and Bud Wheelon;F -
(with SOVA analysts, met with Andrew Marshal
of OSD/NA to discuss the update to the Joint Net Assessment on Strategic
Forces; and with A/NIO/SP and A/NIO/ST
met with Frank hoeber, Chief of a Red Team analysis for the SDI office,
regarding intelligence support.
