Weekly Report
Directorate of Administration
-- The Director of Personnel (D/OP) met with senior 0MB officials to discuss
the Agency's retirement proposal forwarded to 0MB earlier in the week. The
meeting provided an excellent opportunity to further elaborate on the
Agency's needs in a retirement program, various benefits included in the
legislation, the differences and similarities between the Agency proposal
and Senator Stevens' plan, and the Agency's plan to resolve security
concerns. While the 0MB representatives had several questions about the
retirement proposal, none was unanticipated. Agreement was reached that
0MB needed more time to review the legislation and that the Agency would
provide some additional information in such areas as funding, cost of
benefits, etc. It was also agreed that we must continue to move forward
but not ahead of Senator Stevens' legislative effort. Additional meetings
will be scheduled with 0MB on this effort.

Directorate of Intelligence
-- ACIS began its support work to the Executive Branch by coordinating a set
of questions of SCC Commissioner Ellis and the House Foreign Affairs
Committee. ACIS is also reviewing the remaining portions of the classified
report to Congress on compliance in order to sanitize it. Additional
intelligence work may be required for the Executive Branch's decision on
verification; the DCI-D/ACDA response to Mr. MacFarlane resides at the NSC
Staff.
-- The CIA Library is in the process of installing an automated catalogue and
circulation system. The system is scheduled to be fully operational in
spring of 1986.

September.

Office of Legislative Liaison
-- OLL is holding discussions with Gary Chase of SSCI on the whole range of
matters raised by the House and Senate bills. The Senate version should be
up for Senate action in mid-September. The House bill has passed the
House. OLL is developing positions on every conferential item including 25X1
the call for a counterintelligence study, defector citizenship, and prior
notice on military transfers of equipment.
-- OLL still has a tentative date for an SSCI breakfast meeting on
September 25. Although still a ways off, not too early to discuss agenda.
-- See Tab for additional Congressional activity.
Public Affairs Office
-- Withl help, preliminary remarks have been prepared for the
DCI's address on 18 September to the Dallas World Affairs Council. The
theme is Soviet disinformation. PAO is standing by to flesh out the speech
as soo ag the D CI has had a chance to review it and react. The meeting in
Dallas s also on track. We would expect that
the DCI can use the remarks designed earlier for the originally-scheduled
Dallas trip, which were prepared wit nput.

Management and Budget (OMB) officials to discuss the Agency's retirement 25X1

k. On 13 August, members of the Office of Training and Education
(OTE) Linguistics Committee met with representatives from the DO as part of an
ongoing DO/OTE dialogue. OTE agreed to formally report to the DO cases of DO
students with unusually low language aptitudes who demonstrate no ability to
surpass the "l" speaking proficiency level, students with detrimentally
irregular attendance, and full-time DO students who enroll in less than the

prescribed length of training or who withdraw substantially prior to the end
of a full-time course. With regard to testing, OTE agreed the DO testers be
required to take a full proficiency test before enrolling in OTE's Tester
Training Workshop and that, when possible, trained DO testers be called to
administer proficiency tests monthly in order to maintain their testing skills.
1. The Headquarters Language Training Program (HELP) conducted its
registration/orientation on 15 August. At the end of the day, 0 students
were registered in the following languages:
Registration will remain open until classes begin in mid-September which will
undoubtedly increase the number of applicants for the Headquarters program.
n. Headquarters Operations, Maintenance and Engineering Division
(HOME/OL) reports that installation of carpet and acoustic ceiling materials 25X1
has effectively reduced the South cafeteria's noise level in half. Recent
measurements taken during lunchtime indicated the ambient noise levels at the
center span area to be 66 decibels, which equals most busy restaurants.

DCI/DDCI Assigned Tasks
ACIS began its support work to the Executive Branch's
coordinating a set of questions of SCC Commissioner Ellis and the
House Foreign Affairs Committee.
ACIS is reviewing the remaining portions of the classified
report to Congress on compliance in order to sanitize it. 25X1
Additional intelligence work may be required for the
Executive Branch's decision on verification; the DCI, D/ACDA
response to Mr. MacFarlane resides at the NSC Staff.
OGI prepared talking points on recent developments in
international terrorism in the Middle East, Western Europe and
Latin America for use with Admiral Poindexter.

The OIG inspection report on Agency TV issues has been
forwarded to the ExDir and DDCI for action. The draft
inspection reports on Agency Language issues and Printing and
Photography Division of the Office of Logistics are being
reviewed by the DDA. The mini reviews of OGI and the Office of
Finance will be forwarded to the ExDir during the week of
26 August.
