-- P&PD/OL has begun publication of a new current intelligence report entitled
Mid-Day Intelligence Report (MIR). Various senior government officials are
to receive this report by 1300 hours on a daily basis. The production
schedule developed for this report allows P&PD only 15 minutes (i.e.,
1100-1115 hours) to compose the job and produce master pages to be used by
CPAS for further reproduction.
-- OP and Office of Comptroller representatives met with Russ Neeley of OMB to
discuss the Agency's proposed retirement legislation. This was a follow-on
to the 15 August meeting and was a learning exercise for Mr. Neely on the 25X1
details of our proposed retirement package. In his questions, Mr. Neeley
focused primarily on cost and funding items and was particularly interested
in getting dollar figures associated with the enhanced benefits in our
proposal. Specific areas on how our legislation would be administered were
clarified, and Mr. Neely was advised that the cost estimates for our
proposal were developed by our consultatnt 25X1
with actuarial assumptions the same as utilized for analysis of the
Stevens/Roth Bill and other retirement proposals under consideration.
Mr. Neely found this impressive, and we stated we could involve
in subsequent discussions to clarify technical costs and funding
questions. In the interim, we advised Mr. Neeley we would work with
to get answers to OMB's immediate questions on cost comparisons
between the current Civil Service system, the Stevens/Roth Bill, and our
proposed retirement package. This information will be provided in writing

1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. Printing and Photography Division, Office of Logistics (P&PD/OL),
has begun publication of a new current intelligence report entitled Mid-Day
Intelligence Report (MIR). Various senior government officials are to receive
this report by 1300 hours on a daily basis. The production schedule developed
for this report allows P&PD only 15 minutes (i.e., 1100-1115 hours) to compose
the job and produce master pages to be used by the office of Current
Production and Analytic Support for further reproduction.
b. Headquarters Operations, Maintenance and Engineering Division,
(HOME/OL), reports that the last millwork wall section for the temporary
security barrier between the North and South cafeteria has been framed and
installed. Furthermore, the gazebo frame was erected in the South cafeteria
on 22 August. Painting of the gazebo and the millwork wall section should be
completed by 29 August.
c. The first offering by the Office of Training and Education (OTE)
of Writing in the Directorate of Science and Technology (DS&T) began on
26 August. This course, which was identified as a priority in a DS&T-wide
assessment of training needs, provides skills in producing a finished written
product on technical subjects for DS&T managers and consumers.

e. On 23 August, Ambassador Raymond Ewing visited the Language
Training Division/OTE for a briefing after an introductory conversation with
the DD/OTE. Ambassador Ewing is the new Director of the Foreign service 25X1
Institute's (FSI) School of Language Studies. OTE personnel and Ambassador
Ewing discussed our many common objectives and problems. The close
cooperation we have enjoyed with the FSI language school in the past will
undoubtedly continue under Ambassador Ewing's leadership. He is well informed
concerning our many joint efforts and will continue to support them.

p. The OP/Hispanic Employment Program Manager made a recruitment trip
to Texas for the Fourth Annual San Antonio Job Fair. Resumes were received 25X1
from 172 interested candidates and 27 interviews were conducted. Several
candidates have potential in the telecommunications and electronic technician
areas.
u. In a joint effort, the Office of Information Technology (OIT)
Technical Library and the Office of Central Reference Library have
incorporated entries for Technical Library holdings into the Central Library
catalogs. This new process will also eliminate duplicate cataloging efforts.

w. on 27 August, L ]security officer trainees completed the Special
Agents Training Course. This was the fourth running of the Course during the
fiscal year and brought the total graduates for the year to = a number
unsurpassed in recent history. Another class begins in September.

DCI/DDCI Assigned Tasks
ACIS is working with NIO/SP on the mobile missile tasks
stemming from the CIPC study.
NESA prepared an assessment of the impact of the expulsion
from Libya of Tunisian workers on political stability in Tunisia
for the DCI's meeting with Deputy Assistant Secretary of State
Whitehead and other officials at State and the NSC.
NESA prepared a memo for the DCI on the possibility that
Iraq will make further attacks on Khark Island to knock out the
oil terminals. The memo discussed Iraq's reasons and the
military implications, including the possibility of a wider war
in the Gulf.
OGI drafted a paper on the views of media, government, and
judical observers on the status of the Papal assassination
attempt trial.
OSWR prepared a briefing paper on a proposed sale of US
computer manufacturing technology to India for use in discussions
with the Secretary of Defense.

ACIS attended an ACVC meeting on compliance and met with the
ACVC Policy Group.
ACIS attended an SDI IG concerning arms control and public
diplomacy.

Interagency deliberations are underway about whether Ethiopia's
treatment of its northern population disqualifies the country
from receiving US assistance.
ALA prepared a typescript on Ugandan insurgent leader
Museveni for State.
ALA briefed the Board of Directors of the Export-Import Bank
on economic and political developments in Zimbabwe.
ALA will host a roundtable discussion on East Africa for the
State Department's Director of East African Affairs.
At NSC request, EURA compiled data on Western lending to
Eastern Europe for use in developing an Administration position
on a bill to regulate the flow of US money abroad.
NESA prepared a typescript for Vice President Bush assessing
the Algerian threat to Morocco and concluding that Algiers wants
to force Rabat to negotiate a political solution to the Western
Sahara problem,
NESA preapred talking points and a briefing paper for the
President and the NSC on Libyan subversion and terrorism.
NESA attended a meeting chaired by Assistant Under Secretary
of Defense Pillsbury on the results of the 12-13 August visit to
the United States of Indian National Science Adviser

Arunachalam. DoD found CIA's analysis more helpful and pertinent
than that of DIA and requested a typescript on where the Indo-
Soviet arms relationship was heading.
OEA and SOVA briefed CINCPAC Fleet Commander designate
Admiral Lyons on conditions in the Philippines, the Combodian
situation, ASEAN policy, North-South issues and prospects for
political stability in Seoul, and Soviet policy in Asia.
OGI provided State's Office of Public Policy an unclassified
paper on Nicaraguan support for terrorism.
OSWR provided technical intelligence support to the
Department of Commerce-sponsored Semiconductor Technical Advisory
Committee.
SOVA met with officials from the SDI Program Office to
discuss Soviet reactions to the SDI and their potential costs.
DI offices are taking actions in response to the DCI's
comments on the 1986 Research Program, and the Office and Theme
Programs should be published by 1 October.

ALA officers met with contractors to review studies on
military spending in Latin America and Latin American debt
prospects.
SOVA published an IA, "Gorbachev's Approach to Societal
Malaise: A Managed Revitalization," that assesses policies on
labor discipline, corruption, and crime; consumer issues;
alcoholism; and disaffection of youth. A related IA, "The Soviet
Anticorruption Campaign: Causes, Consequences, and Prospects,"
concludes that although the campaign has already had a
significant political impact, Gorbachev probably realizes that
corruption is so deeply entrenched that the best he can hope for
is to reduce the worst excesses and restore a semblance of 25X1
bureaucratic propriety.

A NESA analyst doing research on the prospects for the
Islamic resurgence attended the annual meeting of the
International Association of the History of Religions in
Australia, which focused on the role of religion in forming and
maintaining national, ethnic, and regional identity.
As part of the process of installing an automated integrated
library system, the CIA Library barcoded its first book
Wednesday, 28 August. "In Search of Excellence" received barcode
zero as the first of 60,000 books to be processed for the
Library's online catalog and automated circulation system.
Briefings on the Hill
There were 3 briefing on the Hill this past week.
SOVA briefed the Senatorial Delegation going to the Soviet
Union on Soviet leadership issues.
ACIS will brief HPSCI in the fall on Soviet forces and US

other members of the Vice President's Task Force on Counterterrorism for
discussions/briefings on counterterrorism issues; and has invited
D/OT&E, Commandant/Defense Intelligence College, and NSA Assistant
Director for Training to meet and discuss start-up funding for the
Intelligence Community Terrorism Analyst Training course, as designed by
the IICT Subcommittee on Analytic Training and endorsed by the full IICT.
