Weekly Report

To meet the DDCPs mandate that applicants for Agency employment are fully cleared
and ready to EOD 120 days after their applications are received at Headquarters,
OP/Employment has implemented a number of measures, some of which have radically
altered practices to which components have long been accustomed.
The Agency's Annual Report of Records Holdings for FY 1984, compiled by the Office
of Information Services, shows that the Agency reduced its net records holdings by
10,700 cubic feet during the past year.
- During the reporting period, the Office of Security completed production of a new
security awareness videotape dealing with the threat posed to Agency employees by
hostile audio surveillance operations. The tape details the threat from specific 25X1
collection systems and emphasizes the importance of each employee developing a
strong CI awareness in his/her activities.
The DDA was briefed on 14 January by the design contractor for the new building on
potential locations for a day care center.

NIO/Counterterrorism (David Whipple) will complete duty with the NIC on 31 January,
and will assist NIO/CT-designate (Charles Allen) with orientation briefings when he

- On 10 January 1985, DDI/ALA gave a pre-trip briefing to Representative
Stephen Solarz on Central America. A pre-trip briefing on Cuba was given to
Representative Jim Leach.

1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. To meet the DDCI's mandate that applicants for Agency employment
are fully cleared and ready to EOD 120 days after their applications are
received at Headquarters, Office of Personnel/Employment has implemented a
number of measures, some of which have radically altered practices to which
components have long been accustomed. Copies of applications are now being
sent to components within four days of their arrival. Components must decide
in one week whether to interview the applicant. The interview, whenever
possible, will occur within 14 days, after which the component must make a
hiring decision within 30 days, the remaining 90 days being needed for
security and medical clearances. Additional personnel have been assigned to
processing functions in Employment and a special monitoring unit has been
established to ensure that every applicant file in Employment moves swiftly
and steadily through the complex system of review and decision. In this
regard, the Deputy Director for Employment briefed personnel representatives
from all Agency components concerning new processing procedures.
b. On 3 January, the General Services Administration (GSA) advised
that they plan to sort out the tax reimbursement provisions of the Warner/Wolf
Bill sometime this month. Once that is done and GSA obtains the Office of
Management and Budget and the Internal Revenue Service coordination, they plan
to publish the new tax regulation in the Federal Register. GSA's earliest
estimate for publication is 1 March.
c. The Executive Order for the 6 January Legislative Pay Increase was
received on 2 January. All of the employees' personnel records were updated
over the weekend. This is the first time in the past five years that the
Executive Order has been received before the effective date. 25X1

e. The Deputy Director of Personnel and an Office of Communications
(OC) representative briefed two members of the House Appropriations Committee,
Defense Subcommittee on the implementation of the OC pay banding. The
briefing went well and the meeting concluded with "Good idea; I hope you go 25X1
further with it."
f. The Student Programs Branch, Employment/OP, has provided the DDI
with 125 screened Graduate Fellow applicants for review and possible summer
employment. Among this group is an applicant attending graduate school at
Oxford University as well as a Rhodes Scholar student. Last year, the DDI
received a total of E ]Graduate Fellows. With approximately 45 days left
before the cut-off date (28 February 85) for receipt of applications, we hope
to provide the DDI with additional candidates for the program.
h. The Agency's Annual Report of Records Holdings for FY 1984,
compiled by the Office of Information Services, shows that the Agency reduced

i. The Employee Assistance Program of the Office of Medical Services
will be sponsoring weekly support groups for parents during the lunch hour for
the next eight weeks. Some of the subjects that parents have expressed
interest in are: sibling rivalry, parent and careers, dealing with
adolescence, setting priorities, joint versus full custody, single parents,
problems of working mothers, and time management. The first meeting will be
held on 14 January for those with children ages infant to 12 years of age, and
the second meeting will be held on 17 January for those with children 13 to 21.

m. As part of the Office's ongoing effort to recruit security escorts
and Security Protective Officers (SPOs), an advertisement was placed in the 25X1
6 January issue of The Washington Post. It is expected that this
advertisement will further enhance the current complement of 0 security 25X1
escorts and 0 SPOs in process. To date, the Office has received=
responses to the advertisement.
o. During the reporting period, the Office of Security completed
production of a new security awareness videotape dealing with the threat posed
to Agency employees by hostile audio surveillance operations. This 35-minute
videotape was jointly produced by the office of Security's Security Education
Group and the Technical Security Division in close cooperation with the Office
of Training and Education's Media Production Branch. This new presentation
represents a significant state-of-the-art update in the content of the
Office's Hostile Audiosurveillance Briefing program, detailing not only the
threat from specific collection systems, but also emphasizing the importance
that each employee develop a strong countermeasure discipline in his/her
individual activities.

r. The Accelerated Operations Course (AOC) created at the request of
the Directorate of Operations to train the non-case officer ranks in field
operations handling and management, started its first running on 6 January.
The DAOC students will receive intensive instruction and evaluation in case
officer skills. F -1
3. Significant activities anticipated during the coming week:
a. On Monday afternoon, 14 Janua , the new building contractors,
will brief the DDA on day care
b. On Wednesday morning, 16 January, the DDA will attend a seminar on
Supercomputer Technology at the Capital Hilton, sponsored by Cray Research,
Inc.
c. On Friday morning, 18 January, the DDA will address the College
Placement Directors Conference sponsored by the DI at Headquarters.

Assistant NIO/Africa attended an NSC-chaired IG on
the NSDD: Food for Progress.
NIO at Large (Hal Ford) reviewed 1964 and 1966 CIA documents for
suitability of release to official US historians; and, with the assistance
of officers of the NIC/AG, responded to an OGI request for comments on the
Political Instability Quarterly.
Assistant NIO at Large attended a briefing by
Leonard Weiss, Staff Director of the Senate Subcommittee on Energy,
Nuclear Proliferation and Government Processes, on his recent trip to
India and Pakistan with Senators Nunn, Glenn, Johnson, and Sasser; and
with OSWR analyst William Fitzgerald, briefed a State/INR group on his
recent trip to South America.

NIO/Latin America (Robert Vickers) met with NSC Staff member
Constantine Menges to discuss current developments in Latin America, and
in response to Mr. Menges' request, prepared for him information on
threats against the Pope that originated in Latin America; attended a
Council on Foreign Relations Discussion Group in New York regarding
Nicaragua; with an officer of the Central America Task Force, met with
Phillip Hughes of the Vice President's office and NSC Staff member Oliver
North to discuss the Nicaraguan insurgency; and, with NIO/USSR (Fritz
Ermarth), met with Mike Epstein of Senator Byrd's office to discuss
Soviet/Cuban attitudes toward Nicaragua.
Assistant NIO/Narcotics and officers of the DDI and
DDO attended a State Department narcotics coordination meeting chaired by
the Deputy Assistant Secretary for International Narcotics Matters.
NIO/NESA (Graham Fuller) met with the State Department Arabian
Peninsula Director, discussed Iran and Afghanistan with the new chief of
the NSC Middle East section; met with a Brookings scholar regarding
Persian Gulf security; discussed Syria with an academic specialist; met
with a University of Chicago specialist; and briefed an Agency
producer/consumer relations training course on the estimates process.
NIO/SP (Lawrence Gershwin) met with PFIAB member John Foster to
discuss NIE 11-11-85: Intelligence Denial and Deception in Soviet
Strategic Military Programs.
Assistant NIO/SP met with Agency officers to
plan a review of Soviet Military Power, 1985; and met with Don Linger of
the Defense Nuclear Agency to discuss Soviet capabilities to attack US
mobile targets.

WEEKLY REPORT FOR THE DCI

The Comptroller's office held separate meetings in the past two weeks with
budget and planning officers from each directorate to discuss and review
the 1987 Instructions which were distributed. throughout the Agency in
December. These meetings gave us the opportunity to alert the
directorates to changes from last year and to highlight various sections
of interest. We also discussed 1987 resource prospects, the status of the
1986 Congressional Budget, and emerging issues in 1985. The sessions were
well attended and warmly received.
Congressional Relations
-- Ed Swaboda, of the Senate Appropriations Committee staff, requested and
was given a short briefing on procedures governing Reserve release
requests and congressional reprogramming requests.
-- Duane Andrews, of the House Permanent Select Committee on Intelligence
staff, has requested various briefings to familiarize himself with the
Operations Directorate. One such briefing is scheduled for Monday with
Office of the Comptroller to be briefed on the Agency's budget and
accounting system.

the Agency's behalf. You may find it of some interest.

The year-end statistical review of PAO activities reveals some
interesting things. In 1984 we received 7360 inquiries of all kinds from the
public and media, only 13 fewer than in 1983--remarkable consistency. The
2030 answers we prepared in response to public mail received was an increase
of nearly 700, up 51 percent over 1983. The quality of responses was also
enhanced by the improved quality and variety of off-the-shelf informational
materials PAO maintains for public distribution.
PAO in 1984 processed 290 requests for you, the DDCI or others to accept
speaking engagements, 95 of which were honored, roughly a 20 percent increase
in overall activity.
On the media side, we received far fewer requests for interviews of you
or other senior officials--89 down from 166--probably due to the diversions of
the election year. Only 12 interviews were granted. Media requests for
one-on-one background briefings by our analysts, however, was on a par in 1984
with the previous year--104 vs. 115. We honored 42 of these in 1984, 40 in
1983.
PAO itself provided 273 briefings in 1984 (up from 247, a 15 percent
increase) to public and academic groups, training groups, foreign liaison,
other government organizations, and scores of specialized activities of
interest to CIA.
We prepared 26 speeches for you and the DDCI, up from 19 in '83.
Our media research-and-services group in 1984 increased its '83 output by
nearly 50 percent, servicing 4211 requests for data from the newsclip
library. This may indicate an increasing level of interest in media reporting
in more sectors of the Agency.
Publications Review Board activity seems to have leveled off after
several years of dramatic rises to reach today's rate: 279 reviews in '84 vs.
274 in '83.
