in. On 17 January, representatives from the Office of Personnel
attended an employee benefits legislation presentation at the Washington
office of Mutual of Omaha. The presentations updated attendees on employee
benefits issues to be considered by the Congress this year. Updates and
predictions of happenings were made on: former spousal legislation, open
season health insurance plans, the Federal Employees Health Benefits Program,
supplemental retirement and the present retirement systems, and flexible
benefits programs. While it is clear that retirement legislation is a major
issue, the House will be spending a significant amount of time attempting to
equate health benefits coverage for U. S. Government employees with the
private sector.
3. Significant activities anticipated during the coming week:
On Friday morning, 1 February, the DDA will address the first
graduating class of Security Protective Officers from the Federal Law
Enforcement Training Center at Glynco, Georgia.

world.
SOVA produced a briefing paper on growing Soviet influence
in vulnerable Third World countries for the DDCI's trip to Asia.

ACIS attended an ACVC Policy Group meeting to discuss
handling of the compliance issues.
ALA met with representatives of NSC, State, Commerce and
Treasury concerning preparations for NSSD 2-85 on Central
American economic initiatives.
EURA briefed Assistant Secretary of Commerce, Goldfield on
Papandreou' pledge to nationalize industrial firms.
NESA and SOV prepared a typescript on the Soviet-Syrian
relationship for the NSC.

In anticipation of the upcoming congressional hearings on our FY86
program, we are beginning to pull together the necessary background
material needed to prepare the Executive Director for his testimony. The
IC Staff scheduled a meeting for Tuesday morning to discuss this subject,
as well as scheduling for 1987 program and budget preparation.
1987
-- All four directorates submitted one-page descriptions of activities they
wish to be considered as new initiatives in 1987. This office will review
these requests next week and meet with the Deputies 12 February to discuss
the results. The directorates will then submit comprehensive supporting
paperwork only for those initiatives that seem likely to make the program.
Congressional Relations
-- On 25 January, we hosted a briefing for key SSCI staff on worldwide
activities in covert action. All DO divisions participated.

On Thursday, 24 January Senator Arlen Specter was briefed by
DO and DI representatives on terrorist attacks against U.S.
personnel.
3. Briefing for HFA Subcommittee on Europe & the Middle East
On Thursday, 24 January the HFA Subcommittee on Europe and
the Middle East was briefed on the USSR & Eastern Europe by DI
representatives. The briefing was extremely well received and
subsequent comment from the staff was that Chairman Hamilton
"learned a lot." The Subcommittee is scheduled to be briefed on
the Middle East and Persian Gulf on Monday, 28 January and on
Western Europe on Monday, 4 February.

PAO Activities
As 1985 begins, we are taking a new look at our multi-media show "CIA and
Its People." Unlike the previous production, the majority of the show's
updating will be done in-house by P&PD whose videotaping capabilities have
improved greatly in the last few years. The show is shown to academic,
community, and other public groups. It does not duplicate recruitment's new
film but instead can be used by recruiters as an alternate presentation, one
which goes into more depth concerning the intelligence collection and
production cycle.
We are also developing a question and answer flyer, ultimately to be a
booklet, about the Agency. In it we will have some of the most egregious and
damaging of the misinformation concerning the Agency which is circulating
publicly and correct some of these skewed impressions of our missions and
activities. We will also throw in some questions and answers helpful to our
recruitment effort. We will vet it thoroughly before going to press with, STAT
among others, John McMahon and
Finally, we are updating "CIA Publications Released to the Public." This
document was last revised and issued in May of 1982 and contains an index of
documents dating from 1972-1981. It has been available from the Government
Printing Office (GPO) and the National Technical Information Service (NTIS).
We feel the new book, which will be available to the public in March 1985,
will not only improve our public image, but will speed up our internal
handling of requests.

On 15 January, Dr. Paul Seabury, of the PFIAB, with staff members, spent the morning
with the CTs in the Career Trainee Development Course. They heard lectures on
communism and on the Soviet intelligence and security services and spent break
periods talking with the new career trainees. The PFIAB group was appreciative of the
opportunity to visit the class and expressed its admiration for the range of education
and experience possessed by the career trainees.

- Senator Chiles has requested an orientation briefing during the week of 28 January.
Chiles is a member of the Defense Subcommittee of Senate Appropriations, Ranking
Minority Member of the Senate Budget Committee, and on the Senate Government

h. Between 14 - 18 January, progress or delays concerning the
following Office of Logistics' construction projects were reported:
(1) The contractor repairing the pedestrian tunnel is making
every effort to obtain a uniform concrete finish that will closely match the
present pavement, and he is attempting to finalize the replacement of granite
pavers and the statue of Nathan Hale.
(2) Because of inclement weather, the scheduled completion date
for the seventh floor terrace and penthouse roof has slipped to 28 February
1985.

Foreign Intelligence Advisory Board (PFIAB), and PFIAB staff members, Larry
Sternfield, Dan Carlin and Roy Godson spent the morning with the career
trainees in the Career Trainee Development Course (CTDC). They heard lectures
on communism and on the Soviet intelligence and security services and spent
break periods talking with the new career trainees. The PFIAB group was
appreciative of the opportunity to visit the class and expressed its
admiration for the range of education and experience possessed by the career
trainees.

Office of the Inspector General
Thel (report on how to find ways and means to
develop additional case officers is now complete and will be
forwarded to the DCI next week. Essentially, we believe there
are enough different programs currently in place to achieve
desired results, but greater effort needs to be made to ensure
that all of these programs move forward with the same speed and
emphasis. We found, for example, that when a large backlog of
CT applicant files built up, we essentially stopped our
advertising. The net result of this was that the engine ran
out of steam and. had to be restarted -- in the meantime we ran
out of applicant files. There are enough current and new
initiatives in place which we should allow enough time --
possibly one year -- to see if this total sustained effort will
produce desired results.
On 16 January two of our people attended a workshop on OIG
Self-Evaluation: Assessing our Efficiency and Effectiveness,
sponsored by the President's Council on Integrity and
Efficiency Training Committee. While a number of ideas about
how to evaluate our work were discussed, the only one which
seemed to have the broadest support was to conduct
mini-reinspections of components to determine if any changes
were made as a result of the original survey. This Training
Committee will publish a brochure on the subject of
self-evaluation in the near future.
All of our current inspections are proceeding on schedule 25X1
with the first rough drafts due by the end of February. Next
week we will be presenting to the DDCI a list of proposed
inspections for the next cycle which will get underway in March.
