-- According to a recent tabulation, =of the 0 new personnel entering on
duty over the past four years came from the University of Maryland, making
it the primary source of new employees for the Agency. Locally, George 25X1
Mason and George Washington Universities, followed by Georgetown and
American Universities, also were the source of notable number of
new-hires. The top out-of-the-area school in this regard is the
University of California, which provided0 employees during the 25X1
period. Next in the rankings were VPI, State University of New York,
University of Virginia and Pennsylvania State University, in that order.

SUBJECT: Weekly Report for Period Ending 1 February 1985
1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. At the invitation of the Office of Training and Education (OTE),
Training Directors from the Intelligence Community met in what will be the
first of periodic gatherings during the year. The group was briefed on OTE's
new overseas personal security training effort and on DIA's new training
initiatives in counterterrorism and space warfare. The head of the State
Department's Security Training also briefed on State's new mobile training
effort.
b. The Midcareer Course (MCC) No. 91 began classes on 27 January as
the inaugural group of ]students to use the
training facility. For this running of the MCC,
major effort has gone into making the Course more interactive with the
addition of a series of tasking exercises and other group-related activities.
d. The colleges and universities attended by personnel
entering-on-duty during the past four years was tabulated by school and
achievement level in a special report. The new data shows that the University
of Maryland is the top producer of new employees with a total of 0 during
the four-year period as local recruitments. Other metro area high
representation is shown for George Mason and George Washington Universities
followed by Georgetown and American Universities. The top out-of-the-area

school is the University of California providing U new employees, followed by
VPI, State University of New York, the University of Virginia and Pennsylvania
State University, in that order. Of the new personnel entering-on-duty during
the four-year period, n attended the mentioned schools.
i. A meeting was held on 25 January at the George Washington Memorial
Parkway (GWMP) headquarters with personnel from the Federal Highway
Administration and GWMP authorities concerning the acceleration lane on the
northbound side of the Parkway. A site survey concluded that the proposal was
sound and we should proceed. Work will begin in early summer 1985 and will be
completed in less than a month. A traffic barrier wall planned for the median
strip may take longer but will not impact the traffic flow. Cost for the
project is estimated at $750,000 and when completed will eliminate a serious
safety problem which exists to northbound traffic exiting the Headquarters
Compound at the Parkway gate.

1. As a result of a suggestion from a Career Trainee (CT), the Career
Trainee Development Course staff decided to implement a change whereby CTs
would introduce speakers to the class. Directorate of Operations CTs will
introduce DO speakers, Directorate of Intelligence CTs will introduce DI
speakers, and so forth. The Office of Training and Education has found that
this minor change has involved CTs more intimately in the process of the
course. To date, CTs are demonstrating considerable poise and confidence on
stage. The speakers seem to like it too.
3. Significant activities anticipated during the coming week:

I. DCI/DDCI-Assigned Tasks
NIO at Large (Hal Ford) prepared a draft NIC Threat Outlook, and the
DCI's Worldwide Briefing for the House Armed Services Committee, with the
assistance of the NIOs. Mr. Ford also consulted with officers of the NSC,
State Department, and OGI concerning Radio Marti and certain possible
counter-measures, and prepared a memorandum on these subjects for the DOI.
National Intelligence Officers Fritz Ermarth (USSR), Graham Fuller
(NESA), Lawrence Gershwin (SP), David Low (at Large), George Montgomery
(GPF), Julian Nall (S&T), Robert Vickers (LA), and David Whipple (CT)
participated in the DCI's Worldwide Briefings of the Senate Armed Services
Committee.
NIO/Latin America (Robert Vickers) and officers of NPIC met with the
DCI to discuss the status of Nicaraguan airfield construction.
Assistant NIO/Latin America) (prepared a Central
American update for the DCI's use at a meeting with Mr. McFarlane.

III. Of Interest This Week
NIO/Africa (Frederick Wettering) attended an NSC-chaired interagency
working group meeting on NSSD: Food for Progress Initiative; met with the
US Ambassador to Guinea; met with Deputy Assistant Secretary of State
James Bishop to discuss US diplomatic activity in Africa, particularly the
Horn and Southern Africa; met with Mark Edelman, Assistant Aid
Administrator for Africa, to discuss regional economic problems; attended
an interagenc working group meeting on refugees in Africa; and with
A/NIO/Africa briefed a State IG Inspection Team on 25X1
several African countries.
NIO at Large (Hal Ford) prepared background material on Radio Marti
for C/NIC's use at a CPPG meeting.
NIO at Large (David Low) with A/NIO/AL met with Dr. 25X1
Thomas Welch, Assistant to the Secretary of Defense for Atomic Energy, and
his assistant to discuss Community briefings relating to the proposed DOD
binary CW program.

Assistant NIO at Largel (visited the DOE Hanford
facility at Richland, Washington, the Lawrence Livermore National
Laboratory, and the Nevada Test Site.
NIO/Counterterrorism and Narcotics (Charles Allen) met with FBI
Assistant Directors Revell (Criminal Investigative Division) and Bayse
(Technical Services Division) to discuss the FBI's foreign intelligence
responsibilities for combatting terrorism and the flow of illicit drugs
into the United States; met with Assistant Secretary of State Oakley and
Deputy Assistant Secretary Borg with a DDO officer and David Whipple to
discuss intelligence support on terrorism to the Department, and also the
Community Threat Warning System that will be initiated on 1 Februar under
Mr. Allen's direction; with Assistant NIO/Narcotics met
with Assistant Secretary of State Thomas and Deputy Assistant Secretary
Taylor to discuss State/INM's needs for Community collection and analysis
to support policy initiatives; and met with Assistant Administrator Long
and Senior DEA intelligence officials to discuss DEA's role in the
intelligence process and Community support for DEA foreign operations.
Assistant NIO/East Asial (met with officers of
OEA/China to discuss a planned estimate that will assess China's new
direction and its implications for the US; with NIO/Europe (Col. George
Kolt), attended a presentation by LtGen Odom on Soviet military doctrine
and its relation to US military posture and the arms control talks; met
with the US Ambassador to the Philippines to discuss Marcos' health and
developments in Manila; met with State Department Japan desk officers
regarding the Japanese defense budget; and attended an IG on New Zealand
and US ship social visits.
Acting NIO/Economics (David Low) met with a representative of the
Technology Transfer Assessment Center (TTAC) and the Chief of the OSWR
Space Systems Division to discuss the Space Station and other space issues
which may arise at the May Bonn Economic Summit; and with DD/OALA, met
with an interagency task force chaired by the NSC to discuss NSSD 2-85:
Economic Development for Central America.
NIO/Europe (Col. George Kolt) and A/NIO/Europe
Assistant NIO/GPF discussed National Estimates
with officers of the National War College's Strategic Concepts Development
Center, particularly Warning of War in Europe and Soviet Capabilities for
Multitheater War.
NIO/Latin America (Robert Vickers) discussed the situation in Chile
with NSC staff member Constantine Menges;

corporation officer; attended a Seminar on Shiism at the Council on
Foreign Relations; met with the NSC Director of Middle East Policy; and
attended a Wilson Institute Seminar on Soviets in the Middle East and the
Third World.
NIO/SP (Lawrence Gershwin) met with officers of OSD Net Assessment to
discuss their comparison of US and Soviet SDI potential; with NIO/USSR
(Fritz Ermarth), met with Andrew Marshall, LtGen Odom, and Gordon Negus of
DIA to discuss Soviet assessments of the strategic balance; and with
NIO/USSR and C/ACIS, briefed Max Kampelman, John Tower, Kenneth Adelman,
Ambassador Nitze, and Ambassador Rowny on various topics as background for
the arms control negotiations.
Assistant NIO/SP
met with personnel of Air Force Studies and Analysis on air defense
measures of effectiveness.
NIO/SP (Lawrence Gershwin) and A/NIO/SPI (briefed
Department of Energy officials on Soviet strategic and space programs.
Assistant NIO/USSR I (briefed a group of Colgate
University students on the Soviet estimates process and the current
outlook for the Soviet Union; attended a discussion led by Senator Gary
Hart on "The Future of Arms Control"; and held an interagency meeting on
external contracting related to Soviet domestic developments.
NIO/Warning (John Bird) participated in a CNO-sponsored off-site
simulation and seminar on warning and crisis management, with A/NIO/W

On Monday, 28 January, the HFA Subcommittee on Europe and the

On Thursday, 31 January, Chairman Joseph Addabbo and Rep.
Joseph McDade were briefed by DI/OSWR analysts on Soviet stealth
developments.
8. Briefing and Visit for Sen. Chiles
On Friday, 1 February, Sen. Lawton Chiles was given an Agency
and DO PPS
overview by DCI, EXDIR, D/OLL, NIO CT, DO/CPN
highlighting terrorism and CA.
9. Briefing for Sen. Hecht
On Friday, 1 February, Sen. Chic Hecht was given an Agency
overview by DCI, EXDIR, DDI, DDO, D/OLL, and DD/OLL. Sen. Hecht is
a new member of SSCI and a former intelligence officer.
Future Events
1. Worldwide Briefing
On Tuesday, 5 February, at 2:00 you are scheduled to conclude
the SASC Worldwide briefing.
2. Briefing for Chairman Addabbo
On Wednesday, 6 February, at 1:30 C/ACIS/DDI will brief
Chairman Joseph Addabbo on sensitive issue.
3. Briefing of new HPSCI Members
On Thursday, 7 February, at 2:00 new HPSCI Members will be
briefed by Chairman, SECOM, and FBI representatives on the Soviet
intelligence threat in Washington and damage caused by leaks.
4. Briefing of SASC
On Tuesday, 19 February, at 9:00 the SASC will be briefed on
Soviet strategic developments and trends by NIO/SP.
5. NIP Overview for HPSCI
On Thursday, 21 February, at 9:00 a.m. the DCI; ICS; 25X1
DDI; and D/OLL will give HPSCI a National Intelligence Program
Overview.
