Marks, Jr., and Director of the Washington office of the Council of the Americans Dr. Margaret Daly Hayes have invited you to attend the inaugural meeting of its 1985 discussion series "Beyond the Debt Crisis: Restarting Growth in Latin America." The meeting will be held on Tuesday, 19 February, in the law offices of Arnold and Porter in Washington, DC. Dr. Enrique V. Iglesias from Uruguay who is Executive Secretary of the United Nations Economic Commission for Latin American and the Caribbean will be the guest speaker. According to the Coun:il, they believe the new series will serve as a catalyst for creative thinking about new policies and needed actions. The Council of the Americas is made up of corporations with direct investments or other business interests in Latin America. David Rockefeller is Chairman of the Council'. Approximately 80 U.S. Government officials, several U.S. Congressmen, Ambassadors, and businessmen from Latin America will attend this off-the- record session. The media will not be invited. Casey Director Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Casey: The Americas Society - Council of the Americas is pleased to invite you to the inaugural meeting of its 19,85 discussion series "Beyond the Debt Crisis: Restarting Growth in Latin America." The meeting Will take place on February 19, 1985, and Dr. Enrique V. Iglesias, Executive Secretary of the United Nations Economic Commission for Latin America and the Caribbean will be our guest speaker. In undertaking this new discussion series, it is the Council's purpose to engage a cross section of persons representing the business,' government and academic community in Latin America in a candid discussion of practical means for promoting an early return to sustained growth in Latin America in the evolving world economic climate. We believe that this climate will be quite different from that which prevailed in the 1950s and '1960s when the region's dramatic growth took place. New approaches will be needed. At the same time, the solutions adopted in the recent debt crisis -- deep austerity and restructuring and stretching out of debt payments -- provide an immediate solution to the debt problem, but may not contain the seeds of an early return to growth. Moreover, just as new investment is needed, neither local entrepreneurs, foreign private investors, nor commercial banks are providing sufficient capital to the region. The Americas Society - Council of the Americas believe that these issues need to be reviewed and discussed with an eye to developing effective policies for, dealing with them. The new seminar series is intended to serve as a catalyst for creative thinking about new policies and needed actions. We are particularly fortunate to have Dr. Enrique Iglesias as our inaugural speaker. ECLAC was one of the most influential purveyors of the economic development model known as import substituting industrialization. This model served Latin America well in the 1950s and into the 1960s. Most Latin American countries turned to export-led growth in the mid-1970s as world economic conditions changed. Both Latin America and the world economy have changed drama- tically due to growth in the 1950s to 1970s and as a result of the debt-led economic crisis of the 1980s. Dr. Iglesias and ECLAC are at the forefront of the search for a new set of rules for economic development. The Americas Society - Council of the Americas seminar "Beyond the Debt Crisis" will be held on February 19, 1985 in the facilities of Council of the Americas member Arnold and Porter, 1200 New Hampshire Avenue, N.W., 8th floor.
