With all the Pittsburgh citizens present at your recent World Affairs
Council presentation, I want to join in an expression of thanks and admiration
for your excellent public portrayal of the Agency's responsibilities and
challenges.
Even more, I want to thank you for your generous contribution of time
and intellect to the session with selected faculty in my office at the
University of Pittsburgh. As we discussed, the American experts who work in
your public institution and mine and others like it are part of one large
professional community with common interests and standards of excellence,
even though there are obvious differences in missions.
Hence, the point I brought up and stressed about our federal
government's investment in foreign area studies and other international
academic programs was motivated out of my own genuine concern for
national security, and the strongest conviction that the few dozen million
dollars per year of federal funding required in this sector are the wisest
thinkable investment that we as a government can make. Termination of
these programs would be true cause for gratification among the informed
planners in Moscow.
Ironically, we educators concerned with national security have had to
fight and win against the elimination of funds for this sector over and over,
year after year, by budget trimmers in OMB, under both Republican and
Democrat administrations. It would be a marvelous gain if these programs
became a durable line item in the budget of any executive agency, if not
Education, then Defense or State. Then, in a stable atmosphere, the
responsible experts would be enabled annually to make substantive arguments
for reasoned increases and shifting priorities, to meet long-term
requirements for our diplomatic, military and intelligence services.

I learned with pleasure from Dr. George Mitchell of the
Pittsburgh Council on World Affairs of your upcoming visit
to our city on Monday, 29 April 1985. George has offered
to share your time with us -- given your consent, of course --
and we are eager to accept his offer. Hence, I would like to
formally invite your leadership and participation in a President's
Roundtable, which is an informal discussion involving 15-20
senior faculty members and administrative officers of the
University.
Since this is an informal discussion, I think the scope
and nature of the discourse should be set by you. On previous
occasions, General Haig has chosen to take questions, Admiral
Turner to make a brief presentation and Mr. Rostow to pose
questions to the group, so you have a wide range of options.
If you decide in advance on a particular approach and topic,
I will communicate that to the attendees but if not you may
decide "on the spot"!
As I mentioned earlier, the participants will be drawn
from among senior members of the faculty with a particular
interest in security policy and/or decision-making and from
senior academic administrators. A tentative list of invitees
is enclosed for your information. In the absence of President
Posvar (who will be at your luncheon talk but who must, to

This is to confirm arrangements for CIA Director William J. Casey's
trip to Pittsburgh to speak to the World Affairs Council and to meet
with the editors and publishers of the press and University of
Pittsburgh President Dr. Wesley W. Posvar on Monday, 29 April. Mr.
Casey is looking forward to his day in your city. Your suggestion of
reserving a day room at the Duquesne Club would be most convenient for
him. Please let us know as to the method of payment.
According to our conversation, you are making arrangements for
Mr. Casey to meet with the editors of the Pittsburgh newspapers during
the morning before the luncheon. Could you give me the names of the
individuals as well as the time and place of the meeting. Also, we
would appreciate knowing more about the meeting with Dr. Posvar to
include the time, place, format, names and titles of the individuals.
We would appreciate any additional information on the World Affairs
Council of Pittsburgh other than the brochures that you have already
sent us: a tentative agenda for the day, the general make-up of the
luncheon audience (its size, background, and affiliations), and who from
the press you expect to be present. The press release that you gave us
for the luncheon will be alright. The suggested format for the luncheon
address is 30 minutes of remarks followed by 30 minutes of Q's and A's.
As we have discussed, we do not mind having the print media cover the
luncheon, but we do request that you not allow television or radio
coverage. Although Mr. Casey does not grant press interviews, we have
no objection if your newsletter photographer takes still portraits of
Mr. Casey. We also request that Mr. Casey's speech be taped by the
-Council for our historical records.
Closer to the time of the address, I would appreciate knowing who
will be introducing Mr. Casey and who will be with him on the dais.
Will a neck mike as well as a podium mike be available? A sketch of the

affiliations of the CEO's attending the off-the-record Executive
Leadership Group Council dinner meeting at the Duquesne Club. You
suggested approximately 5 minutes of remarks by Mr. Casey followed by 45
minutes of discussion. Since this is an informal meeting we do not
require that remarks be taped. Per our agreement neither foreign
nationals nor members of the press will attend.

I extend a cordial invitation to you to be the guest speaker of the World Affairs
Council of Pittsburgh next month on a date suitable to you. You may recall that
Mr. R. Daniel McMichael, Vice President of the Council, spoke to you on January 15
about coming to Pittsburgh to speak.
As you know, Pittsburgh is the third largest corporate headquarters city in the
United States (after New York and Chicago), with 16 of the nation's largest indus-
trial firms here.
if you could arrive in the late afternoon, we would like to have you dine with the
Council's Executive Leadership Group, comprising the heads of banks, firms and foun-
dations of Pittsburgh. At such dinners approximately 20 top executives are seated
around one table, hear some brief informal comments from the guest speaker and then
engage in a dialogue with him. All discussion is off-the-record.
The following morning we could arrange for you to meet with the editors and/or pub-
lishers of the three local daily newspapers. Also, if you wish, we could arrange
a closed meeting with the President, Dr. Wesley W. Posvar, and selected social sci-
ence professors of the University of Pittsburgh. At a public luncheon at noon you
would be the guest speaker before an audience of approximately 500 men and women
representing business, industry, academia, the professions and students.
Owing to the short 50-minute flight between our two cities, you could be back to
your office in mid-afternoon.

1. Action Requested: Accept or decline invitation from the World Affairs
Council of Pittsburgh to visit their city sometime in March or April to
address their club membership, meet with their Executive Leadership Group, and
talk with the President and selected faculty of the University of Pittsburgh.
2. Possible Agenda: Vice President of the World Affairs Council of
Pittsburgh and Secretary to the Sarah Scaife and Carthage Foundations
Mr. R. Daniel McMichael invited you to be a guest speaker at the World Affairs
Council of Pittsburgh when he saw you in Washington on 15 January. Following
this verbal invitation, President of the World Affairs Council of Pittsburgh,
Mr. John C. Marous, Jr., has now written you extending a formal invitation.
He requests that you accept three distinct-engagements: a general membership
luncheon, a dinner with the Council'.s'Executive Leadership Group, and a
meeting with the President and faculty of The University of Pittsburgh.
Luncheon with General Membership:
The suggested format for the luncheon to be held at either the
Hilton or the William Penn Hotel is lunch from 12:00 to
12:45 p.m. followed by 30 minutes of remarks and 30 minutes of
Q's and A's. You could expect an audience of approximately
500 business and professional men and women, corporate
leaders, academicians, and high school students sponsored by
the World Affairs Education Committee. The writing press
would cover your appearance, but we would request that TV and
radio not be present. The Council probably considers this the
most important occasion.
Dinner meeting with Members of the Executive Leadership Group:
Mr. Marous also suggests that you have an off-the-record,
informal dinner meeting at the Duquesne Club with
approximately 20 CEO's of leading corporations who are members
of the Executive Leadership Group of the Council. (See list
for attendees opposite.)

Meeting with University President Dr. Wesley W. Posvar and
Selected Social Science Professor-:
Arrangements could also be made for you to have a closed
meeting with the President of the University of Pittsburgh
Dr. Wesley W. Posvar and selected social science professors.
President Posvar who was an early participant (1978) in the
Agency's briefings for university presidents serves on your
Military-Economic Advisory Panel. The Agency has extensive
contracts with the University of Pittsburgh, and has a group of
consultant researchers among the faculty at the University.
Dr. Joseph I. Coffey, Director of International Security
Studies at the University Center for International Studies,
regularly invites Agency officers to participate in a wide
variety of international symposia held at the campus.
Dr. Coffey participated in a dinner-discussion with former DCI
Turner in December 1978 concerning the intelligence's role in
arms control verification. We have some 87 alumni of the
University working in the Agency.
In addition, if you wish, we could arrange for you to meet with the
editors and publishers of the PITTSBURGH PRESS and the PITTSBURGH POST-GAZETTE.
3. Possible Dates: The group only meets on certain dates in March and
April. Their schedule is too complicated to go into at this time. If ou QJ~'\1

for March or April. It is about a 50-minute flight from Washington to.

ttsburgh and there are several flights a day. It is possible that you could
take the 7:45 a.m. flight from National and return on the 9:00 p.m. flight
arriving at Dulles at approximately 10:00 p.m.
4. BackJround: Pittsburgh is the third largest corporate headquarters
city in tieUnited States (after New York and Chicago), with 16 of the
nation's largest industrial firms located in the area. Since 1931, the World
Affairs Council of Pittsburgh, a non-profit and non-partisan educational
organization, has sponsored programs on American foreign policy and world
affairs. The Council's program aims to keep its membership informed on
foreign affairs in order to better deal with foreign economies. According to
Council's brochure "a sixth of U.S. workers are producing for the export
trade, a third of our corporate profits are coming from business abroad, and
half of our grain crop is being sold overseas; it is evident we cannot ignore
occurrences beyond our shores." Recently the Council did a study proving
Cuban-Soviet responsibility for revolution in Central America. Chairman of
the Sarah Scaife Foundation Richard M. Scaife is a member of the Council's
Board of Directors. (See brochures for further information and list of the
Board of Directors opposite.)

Secretary Weinberger's presentation a handful of demonstrators appeared
outside the hotel.
5. Recommendation: A visit to Pittsburgh would be getting the word out
in an important U.S. city where many of our large corporations are located.

I would like to invite you to address a meeting of
the Y Group in Washington, D.C. The meeting will be held
in a :-private dining room in the Four Seasons Hotel. We
would be very happy if you could speak at either the 6:00
p.m. or 7:30 p.m. meetings on Iay13_, or at the breakfast
meeting at 7:30 a.m. on the 14th.
The Y Group was organized by Bill Ylvisaker, Chairman
of the Board of Gould Inc., in 1972 and contains a member-
ship of chief or senior executive officers. The Y Group is
presently chaired by E. M. de Windt, Chairman of the Board
and Chief Executive Officer of Eaton Corporation. (A list
of Y Group members is enclosed.) The group does not lobby
in any way. Their purposes are stated in the enclosed
charter.
On a quarterly basis, the group holds three to four
meetings over a two-day period in Washington. The meet-
ings consist of private, informal sessions designed to
enhance communications between the public and private

In May, for the 39th consecutive year, the chief executives of the 50
major companies that make up the Aerospace Industries Association will
gather in Williamsburg, Virginia, to meet with key government officials
and share ideas on common concerns. This is to invite you to address
this annual Spring Conference at 10:00 a.m., Thursday, May 23. You may
recall that circumstances prevented your appearance before the same group
last year. You did address us in 1974 in your role as head of the Export-
Import Bank. Our conference, I believe, would provide an excellent
opportunity to present your views in an off the record atmosphere to an
interested and attentive audience.
You can expect a gathering of some 175 -- the chief executives
mentioned plus up to three each of their top lieutenants. Their
companies design and manufacture the principal weapon systems for the
nation's armed services, as well as related aviation and space products
that keep the United States in the forefront of high technology. I have
attached a list of our senior members to provide a feel for the indi-
viduals to whom you would be speaking as well as the companies they
represent.
The Williamsburg meeting traditionally is closed to press and public
to encourage a free and frank dialogue. We would hope for 25-30 minutes

1. Action Requested: Accept or decline the invitation to address the
Aerospace Industries Association of America's (AIA) annual Spring Conference
on Thursday, 24 May, from 11:20 a.m.-12:00 p.m., at the Williamsburg Inn
Conference Center in Williamsburg, Virginia.
2. Background: Karl G. Harr, Jr., President of AIA, has invited you to
speak at t eir 38t annual Spring Conference. You could expect an audience of
approximately 175 CEOs and their top lieutenants representing 48 major
companies. (See list of the senior members opposite.) According to Mr. Harr,
the meeting is traditionally closed to press and public in order to encourage
a free and frank dialogue. They have suggested that in the 40-minute period
you give 20-30 minutes of remarks and allow the remaining time for questions
and answers. They have also asked Secretary of the Air Force Verne Orr;
Administrator of the National Aeronautics and Space Administration James
Beggs; and General Counsel, Office of Secretary of Defense, William H.
Taft IV, to speak this year.
You addressed this group in May 1974 while you were serving as President
and Chairman of the Export-Import Bank. Last year Senator John Heinz (R, PA),
White House Office of Science and Technology Adviser George Keyworth, Deputy
Secretary of Defense Paul Thayer, and Air Force General Robert T. Marsh spoke
at the convention speakers. Admiral Turner addressed them in 1978.
AIA Conference is designed to allow chief executives representing the
aerospace industries to meet with key government officials and share ideas on
common concerns. The companies that are members of the AIA design and
manufacture major weapon systems, as well as the commercial transport
aircraft, the space systems, and related aviation and space products.
Recently the AIA proposed a package of changes in laws and regulations
governing research and development and trade to advance U.S. technology and
boost export sales. Among the suggestions: broader tax credits, more
generous defense contracts, higher direct government spending, and a loosening
of antitrust laws. (See print out opposite.)
