Cabinet Members have been invited to the IDU banquet dinner on Thursday, July 25, at which the Vice President and Mrs. Thatcher will deliver the major addresses. A list of the IDU delegation members and a program for the conference are also attached. William F. Participants will include official delegations from the 19 political parties (soon to become 23) which are full members of the IDU, and observer delegations from 17 other political parties (a list of delegations and their leaders are attached). In addition to the election of officials and discussion of a future work program, the main purpose of the conference will be to consider closer cooperation in the further development and strengthening of democratic institutions. The principal speakers at the conference will be Vice President Bush and Prime Minister Thatcher. The IDU was founded in July 1983, at a conference in London hosted by Prime Minister Thatcher. It is the most broadly representative international political organization of its kind and includes 19 conservative/moderate political parties representing more than 150 million voters. Its declaration of principles commits members to support basic freedoms, with political democracy and private property as inseparable components of those freedoms. Members pledge themselves to work towards ever closer cooperation among all the peoples of democratic nations. WHAT IS THE PRESIDENT'S ROLE? One of the cardinal achievements of President Reagan's administration has been the rallying of democratic forces towards greater cooperation among themselves and in support of strengthened democratic institutions around the world. His Westminster speech was historic in boldly outlining an agenda for governments and private organizations in support of democracy. Subsequent to that speech, there was a quickening in the United States, Europe, Asia and Latin America of efforts by governments, political parties, business and labor associations to develop programs of cooperation. The President originally had planned to demonstrate his support for the IDU by hosting a roundtable discussion and luncheon at the White House for all delegation heads on Friday, July 26. The President was unable to participate because of his operation. WHAT ROLE WILL THE GOVERNMENT PLAY? The IDU is an association of parties, not of governments. However, the United States is proud to have the meeting take place in Washington and will do whatever it can to facilitate its work. This will include: -- assisting in the greeting and scheduling of delegation members. close attention to the security environment. foreign policy briefings on current issues. -- bilateral discussions with the Vice President and senior officials of State, where those are requested. -- staffing by State of a command center at the Shoreham to respond to all delegate requests.
