SUBJECT: Resource Book--El Salvador's 1985 Elections:
Legislative Assembly and Municipal Councils
Enclosed is a Resource Book on El Salvador's March 31-
elections, in which candidates will be competing for 60 seats
in the legislative'assembly, and for mayoralties and town
councils in 262 municipalities.
With-this election, Salvadorans go to the polls for the
fourth time in three years. in an economic and political
environment considerably improved over that of previous
elections.
The upcoming Salvadoran elections contrast greatly with
the November 1984 Nicaraguan elections. For example, in El
Salvador the competing parties have access to newspapers,
radio,, and television, without any government-imposed limit on
their freedom to advertise. In Nicaragua, participating
parties were allowed four and half minutes of television air
time per day. In El Salvador, campaigners from the various
parties hold political rallies without interference by the
government. In Nicaragua, the Sandinista government frequently
harassed opponents and even detained members of opposing
parties for performing routine campaign activities.
In the Nicaraguan elections, a. narrow range of party
ideology was represented, while the Salvadoran elections will
include nine political parties encompassing a broad range of
the political spectrum.
