On 2 December I briefed Ambassador Abramowitz on Afghanistan at his request. He has just returned from a visit to Pakistan and indicated that he plans to touch base with various intelligence agencies to get their views on the state of the war. INR officials Dean Howells, George Harris, Ron Lorton, and John Greenwald also attended. 2. Ambassador Abramowitz was primarily interested in how we reach our analytical conclusions on the state of the war. He asked specificall about so information pointed out as an example the recent reports on the Panjsher Valley which gave us an extremely complete view of how the war is going there. Ambassador Abramowitz said he also read these reports and a reed the we very useful. 3. The Ambassador then quizzed me for over an hour on how the war was going. He asked if there were significant differences within the intelligence community on this topic; I replied that there were differences over some issues, but on the general trends--improving insurgent performance, increasing cost to the Soviets and Pakistan staying power--my contacts led me to the conclusion that there was little significant disagreement.
