This cruel and brutal act occurred near the Soldier Monument in the village called "Casas De Pinto" in the Rio Hondo Municipality of Zacapa Province. This is about 75 miles northeast of Guatemala City. I have let the world know about his disappearance in the hope that they would interceed to keep my husband alive and set him free. There are several facts which I would like to call to your attention about my husband's disappearance: 1. Three peasants saw how my husband's jeep was intercepted by six heavily armed men about 5:30 p.m. in the place mentioned above. 2. A person, who works for the G-2 (Arm Forces Intelligence Service), informed me that he saw my husband in the Zacapa Military Base a few days after his disappearance. My attempts to enter the base jails were futile. 3. In October 1983, Dr. Antonio Garcia Borrajo, Vice-president of the International Federation of Human Rights went to Guatemala to investigate the whereabouts of several "disappeared," one of which was my husband. He had several interviews with military authorities including the Chief of State, General Oscar Mejia Victores. 1 During one of these interviews Lt. Coronel D'Jalma Dominguez mentioned the most likely persons to have taken part in my husband's capture.. o Alfonzo Ortiz, a butcher from Teculutan, who asked Lt. Coronal D'Jalma about making my husband disappear because of personal reasons. o Captain Alfredo Muy Lopez, Armed Forces Information Chief in the No. 7 Military Base of Zacapa, who could have organized my husband's violent and illegal abduction. o General Hector Mario Lopez Fuentes, Armed Forces Chief of Staff, who may have advised Alfonzo Ortiz to contact Captain Muy Lopez. In addition, Dr. Garcia Barrajo personally talked to Senator Kennedy.About ' my husband s disappearance. Sanitized Copy Approved for Release 2009/11/19: CIA-RDP87M00539R001602510002-2 . Sanitized Copy Approved for Release 2009/11/19: CIA-RDP87M00539R001602510002-2 President Ronald Reagan -2- 4. It should be noted that the Chief of State, Mejia Victores, and other high government officials did not undertake any investigation in spite of thousands of petitions made by me, his parents, world-wide human rights organizations, church groups and university authorities, __ I have lived during the last two years in despair.-knowing that my husband has "disappeared" in a country where such violent acts are part of daily life and not knowing if my husband was assassinated or if he is still alive. Recently, I received new from a creditable source that my 'husband, Jorge Alberto, was seen with other "disappeared" in the basement of the National Police Head- quarters. For this reason, we must urgently renew our efforts to rescue my husband alive. He has the right to know his two little children, who don't even know him. Additionally, I want you to know that I am a member of the'Mutual Support Group (GAM), the only Human Rights Organization in Guatemala, whose members valiantly work for the reappearance of their loved ones. For security reasons I fled Guatemala, because I was the object of death threats. The military spied on me everyday. I received threats, and they knew what I wore and where I went at all times. They had my photograph in every military base of each department (Province). All this happened after the assassination of Hector Orlando Gomez Calito and Rosario Godoy de Cuevas, both of whom were active members of GAM. Please consider stopping financial and military aid to Guatemala. This is the only manner in which the military government will stop atrocities. Please intercede on my behalf and the Guatemalan Government to free my husband, Jorge Alberto Rosal Paz. Sincerely, c: George P. Shultz, Secretary of State James A.
