Dear Mr. Casey:
The Permanent Subcommittee on Investigations, which I chair, plans to hold public
hearings in the near future to examine the system of collection used by the Soviet
Union to acquire classified U.S. information and technology. This overview will
seek to expose the extent of espionage activities carried out by the Soviets and
their Bloc nations against this country through diplomats, United Nations
personnel, trading companies, U.S. chartered corporations, and other "legal" covers
such as academics.
The potential for harm to this country is too great, and the Soviet network too
extensive, to ignore this problem which has faced intelligence and law enforcement
professionals for many years.
I solicit your assistance in these important hearings and ask that you provide a
point of contact through whom my staff may coordinate our requests for assistance
from your agency. If you have any questions regarding this request, please have
