Ref our memo to you yesterday, attached is the State reporting cable from Moscow on Gorbachev's 3 September meeting with the senators. It was not dissemed to CIA although there is no NODIS or other limitation indicated and EUR/SOV knows of no reason why we should not have gotten it. (C) The following tics highlight additional points: -- Gorbachev: "We must act to quiet the hawks who would spoil the prospects for our November meeting." -- Gorbachev was ambiguous on whether discussing or banning weapons in space was the precondition for Soviet presentation of the "most radical" proposals. -- The promised radical proposals will cover "both strategic and medium-range weapons." -- Gorbachev's remarks on verification of R&D come through a bit more specifically in the cable: "It is possible to verify the research stage. We therefore emphasize the need for a ban on the design stage of research."
