SUBJECT: Intelligence Community Briefing for the National Drug
Enforcement Policy Board
1. On 24 April 1985, the DCI and DDCI attended the first meeting of the
National Drug Enforcement Policy Board which is chaired by the Attorney
General. The purpose of the Policy Board is to improve policy development
and coordination among Federal agencies by:
-- Reviewing, evaluating, and developing US Government policy strategy
and resources with respect to drug law enforcement.
-- Facilitating coordination of all US Government efforts against the
international drug trade.
Coordinating the collection and evaluation of information necessary
to implement US drug enforcement policy.
2. The Attorney General is also establishing a working group under the
Policy Board that will concern itself with specific narcotics issues.
Associate Attorney General Lowell Jensen will chair the working group, and
the DCI has asked that I represent him on this group.
3. Although the Policy Board will meet quarterly, another meeting is
now scheduled to occur within the next 30 to 40 days in order to provide
some momentum to the Board's activities. At the next Board meeting, the DCI
will present the Intelligence Community's assessment of the narcotics
threat, and he will review the intelligence resources committed to the
narcotics target. Coordination and information sharing among Intelligence
Community elements also will be included in his presentation along with
intelligence gaps.

4. I have been asked to pull together information from throughout the
Community for the DCI'S presentation. Since a draft of the presentation
will be prepared for the DCI's review during the week of 13 May 1985, I
request that each agency provide in writing by COB 10 May 1985 information
on the following:
The number of analytical (or collection) slots devoted to narcotics
in FY84, FY85 (on hand and projected) and the number
projected/requested for FY86.
Budget allocations for narcotics in FY84, FY85 and
projected/requested for FY86.
The number of reports, intelligence memoranda and/or information
cables disseminated in FY84 and FY85. Also, please provide an
overview of key topics and geographic areas covered by this
reporting.
-- New analytical, collection, and coordination initiatives begun or
expanded during FY84 and FY85.
Community support to law enforcement.
Substantive and/or collection gaps and initiatives underway to
correct them.
5. I regret the time constraint on this request, and I thank you for
your support in helping to pull this together.
