1. Action Re uested: Approval for Special Achievement Award in the
amount of or GS-15, Vice Chairman, SORS.
2. Justification: Iwas the acting Chairman, SORS from April
until August 1984 during a perio of considerable ferment in the SORS arena.
He led the Community effort to develop a Concept of Operations for the OCMC as
well as the negotiations with the other agencies. Additionally, he took the
lead in developing a computerized requirements management system for the SORS
and the OCMC. He personally developed the overall system design and the data
base requirements as well as directly managed the system development. His
perception and initiative puts the SOPS and the community several years ahead
of alternative parallel developments and allowed the SORS to keep abreast of
advanced systems coming on-line. Additionally, he has personally directed the
Priorities for ELINT Guidance Working Group in establishing a method for
suspending collection on requirements for which the collection has been
adequate. This particular achievement had eluded the two previous SORS
Chairmen and the Community for over a decade. Finally, he co-chaired a major
study effort with COMIREX which resulted in greatly enhanced SIGINT-IMINT
STAT 3. In terms of the knowledge and energy he brings to the job,
has been without peer. His effectiveness continues to be superb. He
continues to look for and pursue new challenges and new means of increasing
the effectiveness of the SORS and the Community. His performance deserves
special recognition.
