1. The DDCI and DUSD(P) joint memorandum of 22 March 1984 (Reference A)
established the basic agreement for the transfer of national intelligence
collection tasking authority from the DCI to the Secretary of Defense as
described in Executive Order 12333. Reference B established a special Task
Group to develop the necessary procedures in consonance with the agreement and
delineated the Terms of Reference for the Task Group. The initial meeting
will take place on 6 May from 0930-1200 hours in Room 6N05
2. To facilitate early introduction into several compartmented projects,
we are arranging for the necessary clearance briefings for each of you in
advance of the initial meeting. A tentative agenda for the initial meeting is
Introduction; purpose and scope of Task Group effort.

General discussion.
