The President has directed that the Special Coordination Committee review our policy and procedures for dealing, with terrorist incidents. The review -- which should be no more than 20 pages in length =-- snca .dbbe completed by August 1, 1977, and should: 1. Review, current U. S. policy on terrorism, considering ;pecia" ca:y:. Whether there should be an explicit policy for "negoha.ting with terrorist% and, if so, recommendations for alternative policies and the level at which the policy should be set. b. The adequacy of current capabilities for dealing with a spectrum of terrorist. threats. c. Recommendations on collection and dissemination of intelligence.on terrorist activities.
