It is recognized that the recommendations from the Investigative Standards Working Group for revision of DCID 1/14 constitute an optimum proposal from the security enhancement and cost effectiveness perspectives (SECOM-D-137). `-Far various reasons, however, some members are reluctant to advocate across- the-board adoption of the Working Group's proposal as it is now written. 2. In the interest of reaching consensus within the Secu- rity Committee, I therefore offer the following modifications for members' consideration at the 17 June SECOM meeting: a. Reduce the scope of polygraph testing by eliminating subparagraphs 3k and 31 in the proposed Annex C. b. Exempt cabinet and sub-cabinet level Presi- dential appointees from polygraph examination requirements as permitted by the provisions of paragraph 2 currently in DCID 1/1.4. c. Change the Working Group's proposal for paragraph 5b(i) per the attached new page 2 of the; draft. 3. Modifications accepted by the Security Committee would be referred to the Investigative Standards Working Group with instructions to incorporate them into the final draft of the revised DCTD 1/14.
