SUBJECT: DCID 1/14 (Your Memorandum of 27 August 1981,
SECOM-D-193)
1. This responds to your request that the Investigative
Standards Working Group undertake another review of DCID 1/14
and recommend necessary revisions subject to the conditions
stipulated in your 27 August memorandum. As you requested,
the Working Group addressed (1) the 6 July 1981 OSD proposals,
(2) a proposal for requiring a personal interview (but not as
an alternative to replace other aspects of the background
investigation) and (3) elimination of the previous 15 May 1981
proposal which included use of the polygraph. In addition to
those three items, the Working Group addressed several other
proposals offered by its members.
2. As the OSD proposal for two levels of SCI was addressed
separately, it should be given particular mention here. The
Working Group noted potential merit in certain aspects of the
OSD outline but voted to recommend no further consideration for
several reasons. The prime factor for the negative vote was
the belief that the "conditions requiring access" in the OSD
proposal were outside the purview of the Working Group.
3. The Working Group has completed its review of DCID 1/14 STAfi
and recommends Security Committee approval of the changes noted
in Enclosures 1 and 2.
